Evaluation Criteria for Transit Research and Technology Experts

A. Technical Ability and Related Experience:

  1. Specific Experience of Personnel

    The offeror shall provide the degree to which personnel proposed for the work effort are qualified (e.g., education, and experience). This includes the requirement for licensed firms and/or engineers for performance under this project.

  2. Specific Project Experience

The offeror shall provide the degree to which the firm has provided expert technical services:

    1. engineering analysis
    2. research and development project management
    3. technology assessment
    4. project management oversight
    5. evaluation of technical issues
    6. research and development project performance
    7. assessment of results of development and deployment of innovative technologies

This includes the requirement for licensed firms and/or engineers for performance under this project.

  1. General Experience
  1. The offeror must demonstrate the degree to which the firm has successfully provided expert technical services such as:
  1. engineering analysis
  2. research and development project management
  3. technology assessment
  4. project management oversight
  5. evaluation of technical issues and research and development project performance
  6. assessment of results of development
  7. deployment of innovative technologies.

The offeror's successful experience shall be demonstrated with a minimum of 3 examples of significant projects within the past five years. Evidence of successful performance shall be provided with data relative to:

  1. project technical issues addressed:
  2. quality of advice furnished: and
  3. timeliness and cost of completing technical tasks assigned.
  1. The offeror shall provide the degree to which the firm has provided the full range of technical services, from design through system operation. The factors that will be considered are the firm's experience in design, design management, construction, construction management, financial management, system start-up, system operations, maintenance and resolution of significant unforeseen technical problems.

 

B. Technical Qualifications to Perform Required Work:

  1. Qualifications of the Company
  1. Firms responding to this requirement shall demonstrate expert knowledge of design, construction and safe operation of transit systems, including at least one of the following (see detailed list of examples at b. below):
    1. Bus technologies and systems
    2. Bus rapid transit systems
    3. Rail and other fixed-guideway systems and technologies
    4. Transit Intelligent Transportation Systems (ITS), including how ITS designs relate to the National ITS architecture
    5. Transit Safety and Security
  1. The mix of professional skills should include:
    1. Chemical Engineering
    2. Civil Engineering
    3. Computer Systems Design and Engineering
    4. Electrical Engineering
    5. Human Factors Engineering, especially as applied to operation and use of public transportation systems
    6. Human physiology (as affected by fatigue, stress, chemical or biological agents)
    7. Intelligent Transportation Systems
    8. Mechanical Engineering
    9. Safety Engineering
    10. Systems Engineering
  1. Supportive Knowledge and Qualifications

The criterion evaluates the extent to which the offeror demonstrates an understanding of the problems, key technical issues that must be addressed, and the nature and scope of the technical work that must be done, and the likelihood that the technical approach described would be completed successfully.

The offeror must clearly demonstrate an understanding of the project requirements and the technical issues involved in the FTA research and technology programs and the technical work needed to implement the programs and deploy results in everyday transit service.

The offeror must clearly demonstrate mastery of the topics involved in FTA research and technology programs, use correct terms, intersperse narrative discussions with facts or phrases that convey thorough and precise understanding of specific topics, display insights into problems and issues that must be addressed or overcome, and demonstrate understanding of all technical work needed to complete or implement FTA Research and Technology programs.

C. Task Management

The offeror must provide a concise description of the proposed approach to meeting requirements of managing individual tasks and coordinating overall activities under this procurement. The offeror must provide a thorough summary of its past experience in delivering quality products on time and keeping costs within available project budgets. The offeror must explain how past practices would be applied to meeting the requirements of this procurement.
