Nominations and Appointments
President Bush Announced His Intention to Nominate Eleven Individuals and Appoint Four to Serve in His Administration

President George W. Bush today announced his intention to nominate eleven individuals and appoint four individuals to serve in his administration.

The President intends to nominate Admiral James M. Loy to be Under Secretary of Transportation for Security. Admiral Loy has been serving as Acting Under Secretary of Transportation for Security since July 2002.

The President intends to nominate J. Cofer Black to be Coordinator for Counterterrorism at the Department of State with the Rank and Status of Ambassador at Large. Black has served with the Central Intelligence Agency since 1974. His assignments have included service as Director of the Counterterrorist Center since 1999, and Deputy Chief of the Latin America Division. He received an undergraduate and master's degree from the University of Southern California.

The President intends to nominate the following individuals to serve as Members of the National Council on the Humanities:

Jewel Spears Brooker of Florida for the remainder of a six-year term expiring January 26, 2008
Dario Fernandez-Morera of Illinois for the remainder of a six-year term expiring January 26, 2008
Elizabeth Fox-Genovese of Georgia for the remainder of a six-year term expiring January 26, 2008
David Hertz of Indiana for the remainder of a six-year term expiring January 26, 2008
Stephen McKnight of Florida for the remainder of a six-year term expiring January 26, 2008
Sidney McPhee of Tennessee for the remainder of a six-year term expiring January 26, 2008
Lawrence Okamura of Missouri for the remainder of a six-year term expiring January 26, 2008
Marguerite Sullivan of the District of Columbia for the remainder of a six-year term expiring January 26, 2008
Stephan Thernstrom of Massachusetts for the remainder of a six-year term expiring January 26, 2008

The President intends to appoint the following individuals to be Members of the J. William Fulbright Foreign Scholarship Board:

Richard Halleck Brodhead of Connecticut for a three-year term expiring September 22, 2005
Rita DiMartino of New York for a three-year term expiring September 22, 2005
Ronald Spogli of California for a three-year term expiring September 22, 2005
Robert Leon Woodson, Sr. of Maryland for a three-year term expiring September 22, 2005
