Calculating the Amount of Overtime or Compensatory Time Wash., D.C.-Based GS/GM Employees Can Earn Without Exceeding the Biweekly Pay Limit

The 2004 biweekly pay limit in the Baltimore-Washington, D.C. locality pay area is $4995.00 (gross). Except in emergencies, DC-based GS/GM employees (FLSA nonexempt staff excluded) may not earn more than $4995.00-including compensatory time-in any one pay period. The formula below shows how to compute the amount of overtime or compensatory time which can be earned without exceeding the biweekly limit.

A - B = X
X divided by Y = Z

A=$4,995.00(GS/GM-15, Step 10, Biweekly Gross Salary)

B=Employee's Biweekly Gross Salary (from AD-334, Statement of Earnings and Leave)

X=the difference between A and B

Y=the current maximum hourly overtime rate for DC-based GS/GM staff ($33.09) or your base hourly rate, whichever is higher.

Z=the number of overtime or compensatory time hours staff can work without exceeding A

For example, a GS/GM-14, Step 8, employee has a gross biweekly salary of (B) $4,028.00 ($50.36 x 80 = $4,028.00)

(A) $4,995.00 - (B) $4,028.00 = (X) $967.00

(X) $967.00 divided by (Y) $50.36 = (Z) 19 hours

The employee can earn no more than 19 hours of overtime or compensatory time per pay period.

This calculation is the only method for determining the maximum amount of overtime or compensatory time that may be earned in a pay period. We may not use the net amount of compensatory time, i.e., the hours earned less those used during the pay period, for this determination.

Other Pay Considerations

  • Cash awards and credit hours do not count against the biweekly earnings limit.
  • The 2004 calendar year aggregate limit on pay is $175,700. Under this limit, employees may not receive a cash payment which when combined with total basic pay would cause their aggregate calendar year compensation to exceed $175,700.
