DD 21 - The First of a Family
In 1997, the 21st Century Surface Combatant shortened the distance from concept to reality with the successful completion of its Analysis of Alternatives. DD 21 is employing a Total Ship Systems Engineering process that views the entire ship including its hull and combat systems as a single, integrated warfighting system. This revolutionary approach will result in warships that are survivable, affordable, and adaptable to new technology and changing mission requirements. Much of DD 21's cost savings is expected to result from the program's aggressive use of "minimal crewing" strategies and technologies designed to automate functions traditionally performed by sailors. Strong industry involvement and acquisition reform implementation will also be critical in improving the production process, and significantly reducing DD 21's total ownership costs.

Engineering Field Activity Northwest (EFANW) recently issued the Base Operating Services Contract (BOSC) solicitation on a CD ROM Disk instead of a printed "hard copy". In keeping with Federal policy to use electronic media whenever possible this method was chosen due to the size of this requirement. A traditional printed version copied on both sides of each sheet of paper is more than 3 inches thick and weighs several pounds. EFANW was able to engage a commercial firm to copy the document electronically and produce 500 copies on CD ROM disk for approximately $1000.00. Printing and mailing costs were estimated at $20,000.00 for the solicitation and amendments based on historical experience. The printing and mailing cost savings are significant and prospective offerors have been extremely receptive to this new approach. Any amendments to the solicitation will be issued on floppy disk.
