In July 1996, the Composting Site had been composted for 17 days and the analytical results indicate the soil is in compliance with appropriate cleanup levels. Lab results were sent to the Washington Dept of Ecology and they concurred that the cleanup had been achieved. SEVENTEEN DAYS IS JUST l/3 THE ORIGINALLY ANTICIPATED TIME EXPECTED FOR SUCCESS!
Sites D and F Ordnance-contaminated soils are cleaning up quickly using composting. All Site D soils have reached cleanup levels and have been put back on site, where they are being graded and vegetated. Some Site F soils are now clean and are being used for additional landscaping at Site D. All composting will be completed by Feb 97. Partnering between SUBASE, EFA NW and Washington Dept of Ecology has produced a cost effective and mutually beneficial result: the relocatable fabric building being used to house the composting operations of Sites D and I: soils will become SUBASE's Recycling Facility. The base will acquire the building, which has been leased from 7/96 through 2/97 for the IF project, at a greatly reduced cost. The base will relocate the building from its current location within D5 ARCS, to the infiltration barrier being installed over Site F.
ELECTRONIC PROCESSING OF PURCHASE REQUESTS
FMSO implemented a fully automated, electronic system to generate Purchase Requests (PRs), route the PRs through approval chains, screen the PRs by procurement technicians, issue contracts, accept material and/or services, and provide extracts to the paying activity. Once information is entered into a document, the subsequent activities are relieved from double entry of the same data. Information from the initial PRs is automatically entered into contracts, receipt/acceptance documents, and extracts for payment. The flow of documentation is virtually paperless. Additionally, all of the applicable accounting and financial transactions are simultaneously adjusted in the financial records for commitment, obligation, and expense purposes. FMSO buyers use other electronic means to perform market research, solicit proposals, and to communicate with contractors. FMSO is working on improvements towards a fully paperless procurement process.
