NAVAIR INAUGURATES ACQUISITION REFORM LECTURE SERIES
The Naval Air Systems Command (NAVAIR)'s Acquisition Reform (AR) Office sponsored the first in a series of planned AR presentations and information exchanges at the base theater at Naval Air Station Patuxent River. Recognizing the importance that the Department of Defense (DoD) and the Navy (DoN) has placed on reducing the ownership cost of weapon systems, this first event focused on Total Ownership Costs (TOC). Presentations were provided by Ron Rosenthal, NAVAIR's TOC expert, and Capt. Jeanne Vargo, the Assistant Secretary of the Navy (Research, Development & Acquisition)'s TOC team leader. This session provided the NAVAIR team an opportunity to hear firsthand authoritative advice and guidance on meeting policy requirements and structuring successful TOC plans for their programs.
The exchange, held December 3, 1998, was an unqualified success drawing over five hundred attendees from both the NAVAIR team as well as a number of industry representatives. This AR lecture series was developed as a result of the overwhelming response by the Naval Air Systems team to the topical discussions NAVAIR's AR Office sponsored during AR Week 98 last May. Free to all attendees, future lectures will cover Earned Value Management, Business Process Re-engineering, and other issues of interest to the NAVAIR professional acquisition workforce. Visit the NAVAIR TOC Information Center and download a copy of their newly-released TOC Implementation Guidebook [www.navair.navy.mil/toc/].
