AEGIS CRUISER MODERNIZATION
The AEGIS program is firmly focused on the introduction of technology initiatives to streamline Fleet modernization efforts. The AEGIS Cruiser Conversion Plan, developed in conjunction with the Chief of Naval Operations, extends the service life of TICONDEROGA Class Cruisers and introduces significant new warfighting capabilities, beginning in FY 2003. Driven by the increased processing requirements of a modern, state-of-the-art combat system, the Naval Sea Systems Command (NAVSEA) expanded the use of Commercial-Off-the-Shelf (COTS) subsystems, equipment, and components in AEGIS Weapon System development, ending its long-standing reliance on standard, embedded computing resources.
PERFORMANCE FEEDBACK DATABASE
The Engineering Field Activity Northwest (EFA NW) of the Naval Facilities Engineering Command (NAVFAC) created an automated feedback database to enhance communication between EFA NW and its two environmental cost contractors, CLEAN and Response Action Contract (RAC). Each delivery order's cognizant engineer and contract specialist enter positive and negative comments every two weeks for immediate review and feedback from the contractors. This system has resulted in several important benefits:
- More timely response to Government concerns regarding performance;
- Earlier awareness of developing conditions/issues which could have widespread impact on the program as well as individual project execution; and
- Significantly fewer "surprises" for Navy administrators in turn permitting proactive rather than reactive decision making
