NAVAIR INAUGURATES MONTHLY ACQUISITION REFORM FORUMS
Building upon the overwhelming success of the lecture format employed during the May 1998 Acquisition Reform Awareness Week, Naval Air Systems Command (NAVAIR) has initiated a series of monthly lectures on the processes, tools, and philosophy of acquisition reform.
During this year's Awareness Week, NAVAIR offered a number of open forums featuring topics such as Specs and Standards Reform, Alpha Contracting, CPARS/Past Performance, and Cost as an Independent Variable (CAIV). Employee response to these sessions was extremely positive, leading NAVAIR's Acquisition Reform Office to schedule additional sessions to meet the demand for more information and training on a wide range of acquisition issues. The monthly sessions, held in the Base Theater at Pax River, feature experts in various subject areas sharing their knowledge with an audience composed of civilian and military acquisition professionals, contractors, and representatives from our sister services. Upcoming topics will include Total Ownership Costs (November 10th), Business Process Re-engineering (mid-December), and a panel discussion on Aviation Acquisition Processes in the U.S. Navy and the U.S. Air Force (early 1999).
NEW FACILITIES SOLICITATION USES ORAL PRESENTATIONS
The Naval Facilities Engineering Command (NAVFAC)'s Engineering Field Activity Northwest is preparing to award a new Regional Job Order Contract (JOC) for construction, alteration, and maintenance projects at facilities located in four northwestern states (Washington, Oregon, Idaho, and Montana). This new contracting vehicle was specifically designed to accommodate new CINCPACFLT needs and to improve service to remote customers such as Reserve Centers. This contract will allow rapid response to requirements for facilities construction needs and will be utilized by numerous engineering/contracting teams under NAVFAC's newly re-engineered organization. To streamline the source selection process, oral presentations were used in lieu of written proposals for most of the prospective contractors, technical proposals; a contracting technique endorsed by the Office of Federal Procurement Policy (OFPP). This innovation improved the quality of proposals received, reduced the evaluation time, and won praise from the offerors. The activity expects to award the contract without discussions as a direct result of this effort.
