MARINE CORPS HOSTS FIRST ROADSHOW IN FY99

The US Marine Corps Logistics Bases, Albany, GA hosted the first FY99 ASN(RDA) Acquisition Reform (AR) RoadShow on November 19th at the Albany Civic Center. The RoadShow was held in conjunction with their annual Business Opportunities Fair. Over 300 members of the government and business community from the Southeastern region of the US attended the day's activities. Other sponsors included US Senators Paul Coverdell and Max Cleland, US Congressman Sanford Bishop, the University of Georgia's Small Business Development Center, the Georgia Institute of Technology's Government Procurement Assistance Center, and the Albany Area Chamber of Commerce.

Major General Gary McKissock, Commander, Marine Corps Materiel Command kicked off the opening ceremonies, welcoming all to learn more about doing business with the government faster, cheaper and smarter. Larry Stewart, Team Leader for the ASN(RDA) Acquisition Reform Office's World Class Practices thrust provided an overview of current AR initiatives. RADM Bill Jenkins, Deputy for Acquisition and Business Management, compared the need for change and leadership in the Revolution in Business Affairs to the success of the Apollo efforts. Congressman Bishop provided the luncheon keynote address.

Seminars and panels were held on a number of topics important to both government and business attendees including Contractor Logistics Support, Industry/Government Partnering, Doing Business with the Government through the Internet, Credit Card Program, Services Contracting, Total Ownership Cost, Construction Contracting, and Introduction to Government Contracting. Presentations will be available via the AR web site.

NAVSUP IDENTIFIES SURCHARGE REDUCTIONS
The development of the NWCF Supply Management FY99/00/01 budget focused on balancing the customer's requirement with cash, surcharge, and Net Operating Result (NOR). They are embarking on a detailed analysis of requirements determination and business processes to identify where they can reduce the requirement without compromising readiness. The results of this review will ensure that NAVSUP has an executable spares budget in FY99 and one that allows them to refine the FY00/01 budgets to incorporate the changes.

The Naval Supply Systems Command (NAVSUP) continues to make progress with the Navy Working Capital Fund (NWCF) Supply Management surcharge reduction efforts. These efforts have enabled NAVSUP to identify a number of initiatives that will reduce the surcharge in FY00 and future years. Some of the initiatives such as reducing carcass losses and other material maintenance efficiencies will result in top line savings to the Navy. Other surcharge reduction initiatives, while removing the cost recovery from the surcharge, will require direct funding. The focus is to emphasize those initiatives that will result in top line savings and achieve a stabilized surcharge rate of thirty percent or lower in FY00 and future years.
