This PMS 317, LPD 17 Program Office report provides details of the proposed Best Value Opportunity Screening Process and summarizes results of a preliminary test of the process conducted on two ship systems. The process was developed to assist program managers in determining the best value between organic or commercial support of systems or subsystems. Best Value Opportunity Screening Process (BVOSP) may be used to determine whether organic or commercial support of a system is the better value. The first step of the model enables a new or legacy acquisition program to determine commercial capability and interest in supporting the system. The second step in the process is employed if the first step concludes that there is an opportunity for commercial support. The second step compares government and industry approaches to support, i.e., support philosophy, best practices for the system, highest performance, optimum cost and risk. The screening process results will help the program perform market investigations and develop statements of work and source selection criteria for Performance Based Logistics (PBL) contracts
