Description: Description of Achievement: Ground Support Equipment Omnibus Supply Support Program for Legacy (GOSSPL)
The Naval Inventory Control Point (NAVICP) GOSSPL team developed an innovative Memorandum of Agreement (MOA) with NAVAIR 3.1.B.2 which is expected to decrease costs, improve turn-around-time, and reduce customer wait time for legacy ground support equipment.
Legacy ground support equipment has been plagued with difficulties over the past several years including: increased age of equipment due to lack of APN dollars to replace it; insufficient PMA dollars to fund engineering costs to mitigate; continued loss of organic repair support due to the low dollar, low demand nature of the items; increasing disinterest in the commercial sector for similar reasons which result in an unattractive market share; and loss of the Original Equipment Manufacturer (OEM) as a procurement and/or repair source. The situation portrayed above has led to both degraded fleet support, as well as dissatisfied customers.
The GOSSPL is a unique teaming agreement that maximizes each team member's area of expertise: NAVAIR provides the broad-based contractual vehicles (Dyncorp Air Force MIPR, and a FAA BOA with Dimensions International), as well as a fleet of trucks for dedicated transportation; Dyncorp provides manufacturing and repair capability, as well as certified inspection testing; Dimensions International offers parts procurement, the capability to Transition Item Report (TIR) asset condition, recognizes and fills fleet requisitions; and lastly, NAVICP provides for program oversight and direction.
The MOA is of a 2 year duration, renewable up to 10 years. It features fixed prices, the flexibility to add line items on request, use of the mini FISC at El Centro, covers obsolescence up to Class II DCNs. The agreement makes NAVAIR/Dyncorp responsible for "no source" problems. Under GOSSPL, industry is responsible to provide sourcing for all repair parts, or replacement for obsolescence. Dyncorp, with its many nation-wide resources, deals with obsolescence problems on a daily basis and is able to respond quickly and efficiently to the challenge. Also, included are 48 hour Requisition Response Time (RRT) for high demand items, and a goal of 24 hour RRT for mission downing requirements. Perhaps what is most unique about this agreement is the fact that the contractor is responsible for procurements and repair decisions, as well as backorder management.
The MOA encourages the uses of "best commercial practices" while still maintaining asset visibility and fiduciary responsibility and overall program management at NAVICP. It reflects NAVICP's willingness to partner with the Hardware Systems Command (HSC) and industry to cut through the bureaucracy and get the job done at the lowest cost in the most effective manner. GOSSPL embodies NAVICP's commitment to move into the future and expand our role in developing, fostering, and managing relationships with industry and amongst other DOD activities. These unique arrangements can be forged in other product areas to work for everyone's advantage. This team has taken a dramatic step forward in crafting a viable alternative logistics solution to the legacy ground support equipment problem.
