The End-to-End initiative's focus is on improving business practices and reducing infrastructure across the Department of Defense and other governmental agencies. This focus has driven the acquisition community to undergo a revolution in business affairs. The Department of the Navy Acquisition community's pursuit of an End-to-End, paperless acquisition process through rapid implementation of technology is evidence that the revolution is rapidly moving forward. The community is moving towards recognizing standard systems and shared data warehouses, which in turn provide the opportunity to develop a vision for DoN acquisition business practices that take advantage of the technology being developed and implemented. The purpose of the diagram below is to document the Department of the Navy's to-be end-to-end acquisition business process within that vision.

Measuring progress of technology implementation is critical to the success of realizing this vision. Key performance criteria have therefore been identified to measure this progress towards an End-to-End paperless acquisition process. This performance criteria and corresponding metrics data is available at http://www.peoarbs.navy.mil/.
