         LITTLE NAMES HUBERT FARRISH AS
FARM SERVICE AGENCY'S DEPUTY ADMINISTRATOR FOR COMMODITY
                   OPERATIONS

WASHINGTON, May 22, 2002 U.S. Department of
Agriculture's Farm Service Agency (FSA) Administrator James
R. Little today announced the appointment of Hubert O.
Farrish as FSA's Deputy Administrator for Commodity
Operations (DACO), effective June 3, 2002.  In this
position, Farrish will be responsible for the acquisition,
procurement, storage, and distribution of commodities, and
administering the U.S. Warehouse Act. 

"Mr. Farrish's extensive background in the grain export
industry makes him ideal for this position," said Little.

Prior to being named Deputy Administrator, Farrish
served as President for Columbia Grain Inc., a regional U.S.
grain export company that operates approximately 30 interior
locations and a major grain export terminal in Portland,
Oregon.

Over the past 15 years, Farrish has been involved in
finding cost-effective ways to improve America's grain
export industry's competitive position.  He also represented
the North American Export Grain Association, an industry
association representing U.S. grain exporters and associate
members, during the World Trade Organization talks with
China in 2000. As chairman of a national industry task
force, Farrish played a critical role in redefining rail
hopper car standards, which resulted in safer, more
efficient grain transportation usage.

Throughout his career, Farrish served on several export
grain committees and boards, including the U.S. Federal
Grain Inspection Service Advisory Committee.  He is actively
involved in community leadership organizations and holds a
Bachelor of Science degree from Mississippi State
University.
