Alternative Fuel Vehicle Program


The Clean Air Act of 1990 (CAA) required vehicle fleets to begin purchasing cleaner burning vehicles. The Energy Policy Act (EPACT) of 1992 mandated federally owned vehicle fleets to begin purchasing alternative fuel vehicles (AFVs). Department of Navy (DON) responded to these regulations by participating in various AFV demonstration projects.

An alternative fuel is as a fuel that is substantially not petroleum that would yield energy security and environmental benefits. Generally available alternative fuels include compressed natural gas, electricity, ethanol, liquefied natural gas, liquefied petroleum gas, and methanol.

Our AFV Group has provided much of the initial planning and guidance for AFV projects. We developed a 5-year strategy (National Clean/Alternative Fuel Vehicle Plan) to purchase and place AFVs in compliance with CAA and EPACT. We have also begun evaluating the performance and the maintenance requirements of compressed natural gas and electric vehicles.

In accordance with the National AFV Plan, the Navy has been placing AFVs at priority activities within the U.S. Priority activities meet the following conditions:

  1. Located in a metropolitan statistical area with a 1980 population of 250,000 or more.
  2. Located in an area classified as "serious" for ozone nonattainment.
  3. Administrative vehicle fleet contains 100 or more light duty vehicles.
