Pollution Prevention Centralized Equipment Procurement Program


The Pollution Prevention (P2) Centralized Equipment Procurement Program was established by the Chief of Naval Operations to support the fleet in meeting the goals established by Executive Order (EO) 12856. EO 12856 requires all federal agencies to achieve a 50% reduction in the amount of toxic hazardous waste generated by Fiscal Year 1999 using Fiscal Year 1992 as the baseline year. The program was set up to procure, deliver, install, and provide a complete integrated logistics support package to Navy activities for commercially available P2 equipment.

A central steering committee provides overall management of the program as well as technical support required by the activities in choosing the appropriate P2 equipment. The committee consists of representatives from the Chief of Naval Operations (committee chair), the Naval Facilities Engineering Command (budget officer), the major claimants including: Commander in Chief U.S. Pacific Fleet; Commander in Chief U.S. Atlantic Fleet; Commander Naval Reserve Forces, Commander Naval Education and Training, Commander Naval Security Group, plus the two procuring agencies, the Naval Facilities Engineering Service Center and Naval Air Warfare Center Lakehurst.

Here's how the program works:

To support the facilities future needs, a P2 Equipment Handbook was set up to provide information on P2 equipment being procured under the program. This handbook helps base or installation personnel choose the appropriate piece of equipment to reduce the waste stream being generated. The base or installation is required to coordinate and incorporate these procurements into their base P2 plan. The P2 Equipment Handbook is being added to the Joint Service Opportunity Handbook, which is available through the Environmental Department homepage and through the DENIX bulletin board.
