Ship Acquisitions and Upgrade Description Occasionally, OCE makes awards for the design, construction, acquisition, upgrade, or conversion of research vessels. These awards are dependent upon the availability of funds appropriated for this purpose and are made only on strong evidence of scientific need for a new or reconditioned vessel. Most awards in recent years have been for the conversion or upgrade of ships already in service whose age, configuration, or operating costs have impaired their usefulness. Ship acquisition and upgrade proposals are evaluated principally in terms of the scientific need for the particular vessel in the academic ocean science community as a whole. Proposals which fulfill this basic requirement are then reviewed futher as to the design, configuration, and cost of the ship itself, and the ability of the institution to operate it effectively.
