MissionTo provide best value logistics support to America's Armed Forces, in peace and war... around the clock, around the world.

The Defense Logistics Agency (DLA) provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized. The DLA must continue helping our customers maintain readiness at reduced cost and sustain current and future deployed operations. That is our challenge, and that is what we will do.

The DLA Strategic Plan, 2002-2007, sets forth the values, goals, and objectives that are being used to steer mission accomplishment.  The DLA continues to refine its ability to respond quickly and effectively to the needs of its military customers.  Some of our key initiatives include the following:

  • Balanced Scorecard - a strategic management tool that provides financial and operational measures tied directly to the DLA's mission, vision, and goals to give top managers a fast, comprehensive view of the business.

  • Business Systems Modernization (BSM) - a strategy for replacing mission-critical legacy systems with an enterprise business system based on commercially available off-the-shelf software.  The BSM strategy is an integral part of DLA's ongoing logistics transformation, represented by partnerships and improved cooperation with both customers and suppliers.

Human Resources (J-1) advises and assists the Director and the Corporate Board on all DLA matters with respect to civilian personnel staffing, employee relations, training, executive development career management, position classification, pay administration, manpower management, labor relations, incentive awards, certain worker/family support programs, management information and military manpower issues.

Logistics Operations (J-3) includes Business Systems Modernization (J-32), Logistics Policy and Acquisition Management (J-33), Readiness and Customer Support (J-34), and Business Management (J-38). Logistics Operations is responsible for the worldwide logistics support throughout the Department of Defense. The primary focus of J-3 is to support the warfighter in time of war and peace. J-3 supports the procurement, management, storage and, and distribution of 4.1 million items for U. S. military customers, other federal agencies, and allied forces. To accomplish this mission, DLA utilizes the support of Supply Centers, a Distribution Center, and Service Centers.

Information Operations (J-6) is the DLA's knowledge broker, providing comprehensive, best practice technological support to the DOD/DLA Logistics Business Community. Additional information is available from the Information Technology page of this web site.

Financial Operations (J-8) is responsible for obtaining and allocating resources, analyzing execution, providing fiscal guidance and advice to support the Agency, its business areas, and its field activities in accomplishing DLA's mission in a manner which provides the best return on investment to the taxpayer. We do so through a highly motivated team of dedicated financial professionals who are innovative, well-trained, and committed to uncompromising customer support.

The Joint Reserve Forces (J-9) support the DLA mission with trained, ready, and available Reservists for Contingency Operations and Contributory, Surge, and Planning Support. The overall objective of the Reserves is to facilitate the rapid expansion of the Military Services' wartime structure of the Department of Defense (DoD) and other departments or agencies of the U.S. Government to meet military manpower requirements in the event of military contingency, pre-mobilization, mobilization, sustainment, and demobilization operations.

Office of General Counsel (DG) provides legal services internally and for the logistics community.

The DLA Criminal Investigations Activity (DCIA) provides investigative support to DLA commanders world-wide and augments the efforts of the DoD criminal investigative organizations.

Equal Employment Opportunity Office issues policy; and provides information, guidance and leadership to the DLA’s managers and supervisors in implementing equal employment opportunity (EEO) law and higher-level EEO directives throughout the DLA. This office's products include: Agency EEO policies, Agency affirmative employment plans, and adjudication of complaints of employment discrimination.

The Office of Small and Disadvantaged Business Utilization (OSDBU) supports the DLA mission with core procurement support. Through the DLA's contracting offices, the DLA buys more than four million different items for DoD activities. However, DLA does not review or evaluate new  items for possible use by the military Services nor does it issue research and development contracts.

The DLA Public Affairs Office provides guidance on public affairs matters to Defense Logistics Agency officials and to public affairs offices at DLA Field Activities; establishes policy on public affairs matters unique to DLA, and serves as the Agency clearance authority for the release of public information.  Provides public affairs services as required, including public affairs counseling and fulfilling special needs.

The DLA Legislative Affairs Office provides advice and assistance to the Director, Vice Director, Corporate Board, and DLA Field Activities on all non-financial matters with respect to Congressional, White House, and all national, state, and local political activities bearing on Agency mission and operations.

The DLA Support Services (DSS) office provides policy and services to the DLA and other DoD customers in the areas of Quality of Life, Command Security, Corporate Planning, Corporate Installations, Environment and Safety and Business Management. DSS also provides operations support to the Andrew T. McNamara Headquarters Complex.
