THE CRIME
For several years, Khalil S. Moses, Sr. has been involved
in litigation with his ex-wife over the custody of their son,
Khalil S. Moses, Jr., in Tarpon Springs, Florida. Moses had visitation
rights and, on one occasion, in December of 1995, took Moses,
Jr. for a routine visit and failed to return him to his mother.
Moses is believed to have taken the child to the Bahama Islands,
which is in violation of an order of the 6th Judicial Circuit
Court of Pinellas County, Florida, prohibiting the child from
being removed from the state of Florida. Moses was subsequently
charged in a state arrest warrant for interference with child
custody, issued by the Pinellas County State Attorney, Sixth
Judicial Circuit. On May 30, 1996, a Federal arrest warrant was
issued by the United States District Court, Middle District of
Florida, Tampa, Florida, charging Moses with international parental
kidnapping.
