The National Science Foundation (NSF) is seeking qualified candidates to fill positions as Program Directors within the Division of Elementary, Secondary and Informal Education (ESIE), Directorate for Education and Human Resources. These individuals would have primary responsibility for formal education efforts under the Teacher Professional Continuum and/or the Instructional Materials Development programs. The Teacher Professional Continuum program addresses research on critical issues and needs regarding the recruitment, preparation, enhancement, and retention of science, technology, engineering and mathematics (STEM) teachers for grades K-12. The Instructional Materials Development program emphasizes research and development of instructional materials and assessments for STEM education, K-12. ESIE supports NSF's mission of providing leadership and promoting development of the infrastructure and resources needed to improve preK-12 science, technology, engineering, and mathematics (STEM) education throughout the United States. Additional information about ESIE and its programs can be found at http://www.ehr.nsf.gov/esie/ These positions will be filled on a one or two year Visiting Scientist Appointment, Temporary Appointment or under the terms of the Intergovernmental Personnel Act (IPA). Temporary and Visiting Scientist appointments will be made under the Excepted Authority of the NSF Act. For temporary appointments of more than one year, the usual civil service benefits (retirement, health and life insurance) are applicable. For Visiting Scientist appointments, individuals are in a non-pay leave status from the home institution and are appointed to NSF’s payroll as a Federal employee. NSF withholds Social Security and provides reimbursement for fringe benefits. For IPA assignments, the individual remains on the payroll of his/her institution and the institution continues to administer pay and benefits. NSF reimburses the institution for NSF’s negotiated share of the costs. Individuals eligible for an IPA assignment include employees of State and local government agencies, institutions of higher education, Indian tribal governments, federally funded research and development centers and qualified non-profit organizations. The individual remains an employee of the home institution. STATEMENT OF DUTIES: Program Directors are expected to take an active role in program planning, management and outreach in areas of content, grade level and other programmatic areas of individual expertise. In cooperation with management and other professional staff, incumbents will develop program goals, strategies, and timelines, specifying objectives, defining new initiatives, and recommending plans for development and implementation. Incumbents also have the responsibility for implementing the merit review process in assigned ESIE program areas – e.g., recommending awards and declinations, conducting substantive negotiations for proposed awards, and overseeing budget revisions. Program Directors oversee program management and ensure that commitments to and by the National Science Foundation are met. Individuals will serve as liaisons with education communities (both internal and external to NSF) working on curricula, instructional methods, and education research generally in specified areas of disciplinary and grade- level expertise. QUALIFICATIONS REQUIRED: Applicants must have a Ph.D. or equivalent experience in science, mathematics, and/or technology education, plus six or more years of successful research, research administration, teaching and/or managerial experience beyond the Ph.D. Applicants must have a strong background in STEM disciplines. In addition, experience in K-12 education in STEM disciplines, as well as knowledge and understanding of related research in teacher education and/or instructional materials development is strongly preferred.
