Division of Discretionary Programs
Responsibilities
The Division of Discretionary Programs (DDP) provides analysis services and advice on the Department's principal discretionary programs. The Division's responsibilities include the social services and the health and science programs of the Department. DDP takes the lead in reviewing the discretionary budgets and related requests for resources; proposing budget options and policy initiatives to achieve program objectives established by the Secretary; developing strategies for achieving priorities in budget discussions with OMB and the Congress; monitoring Congressional appropriations actions for Agriculture (FDA) and Interior (IHS); analyzing all Congressional appropriations actions related to the HHS discretionary budget; reviewing materials for Departmental officials who testify at hearings before these bodies; and resolving funding issues which arise after the enactment of appropriations. The Division also manages the preparation of several crosscutting Departmental spending analyses, e.g. HIV/AIDS, Substance Abuse, Minority Health, etc. The Division analyzes proposed regulations, reorganizations, and program initiatives to determine their policy, resource and management implications and conducts special reviews and analyses to examine assigned program operations and management effectiveness.
