Division of Health Benefits and Income Support
Responsibilities
The Division of Health Benefits and Income Support (HBIS) provides expert advice on funding and policy issues for the Department's entitlement / mandatory programs and the administrative budget for the Centers for Medicare and Medicaid Services (CMS). The HHS mandatory programs, which benefit nearly 80 million Americans, include Medicare, Medicaid, the State Children's Health Insurance Program, Temporary Assistance for Needy Families, Child Support Enforcement, Child Care, Foster Care and Adoption Assistance, Promoting Safe and Stable Families, and the Social Services Block Grant. The Division evaluates program operation and performance; leads CMS and the Administration for Children and Families (ACF) efforts to shape and defend funding levels and policies to OMB; and contributes analysis, financial management expertise, and solutions to HHS policy development teams. Working within HHS and with OMB and the Congressional Budget Office, HBIS staff contribute the budget technical assistance that is necessary to accomplishing the President's legislative program and to implement that legislation once it is enacted. Division staff participate in numerous crosscutting policy teams on issues ranging from eradicating fraud and abuse to developing privacy regulations to reform of Medicare, Medicaid, and human services.
