USNEI is a referral network; the number of persons handling services varies with the nature of the inquiries received.

USNEI has access to resources of the National Library of Education (NLE), one of the four (4) U.S. national libraries, plus the resources of the partner agencies and organizations. NLE houses a working collection of over 225,000 volumes, over 800 serials, and over 1,000,000 microfiche. In addition, NLE manages the Educational Resources Information Center (ERIC) system, the world's largest education database with over 900,000 documents, articles, and titles. NLE also coordinates the Internet services of the U.S. Department of Education, including the Department Home Page, the Online Library, and over 40 program-specific home pages.

Besides the above resources, USNEI also cooperates with and draws upon the resources of the United States higher education community and the principal agencies and policy-making organizations that serve it.
