This Notice provides specific guidance on the Administrative and Planning expense requirements for the participants in the Indian Housing Block Grant (IHBG) program. In the Office of Inspector General's report titled Nationwide Audit of Implementation of the Native American Housing Assistance and Self-Determination Act of 1996 issued on August 2, 2001, they identified confusion by tribes and tribally designated housing entities (TDHEs) over what constitutes allowable Administrative and Planning expenses and recommended the regulations be clarified.

This Notice informs Public Housing Agencies (PHAs) that, effective December 30, 2002, HUD will require the use of eLOCCS to request the payment of operating subsidy funds. This new process will eliminate form HUD-52721, Direct Disbursement Payment Schedule Data.

This Notice provides guidance for Hub Directors and Program Center Coordinators to follow in assisting Public Housing Agencies (PHAs) determined troubled or non-troubled under the Section Eight Management Assessment Program (SEMAP) for the Housing Choice Voucher Program.

Extension of Notice PIH 2001-13 (HA), Fiscal Year 2001 and 2002 Renewal of Expiring Section 8 Moderate Rehabilitation (Mod Rehab) Housing Assistance Payments (HAP) Contracts.

This Notice extends Notice PIH 2001-38 (HA) which extended Notice PIH 99-19 (HA), for another year until October 31, 2003. A proposed Notice is currently in Departmental clearance that will update Notice PIH 99-19 (HA).

This Notice provides instructions to Public Housing Agencies (PHAs) for calculating rent amounts under the tenant-based and project-based housing choice voucher programs when a project has been allocated a low-income housing tax credit (LIHTC).

The purpose of this Notice is to advise PHAs that they may apply for funding for housing choice vouchers to assist with relocation or replacement housing needs resulting from the demolition, disposition or mandatory conversion of public housing units. In addition, this Notice advises PHAs and local HUD Field Offices of the procedures for submitting a request for housing choice vouchers and the processing requirements.

This Notice explains how area exception payment standard amounts are determined and reviewed, and provides an overview of changes specified in the housing choice voucher program. Also, included are reporting instructions for approved area exceptions.
