Sullivan, M.D., has announced the appointment of Elaine M. Johnson, Ph.D., as acting deputy administrator of the Alcohol, Drug Abuse, and Mental Health Administration. In addition, beginning April 1, Dr. Johnson will serve as acting administrator of ADAMHA, pending nomination of an administrator by the President and confirmation by the Senate. Robert Trachtenberg, currently acting administrator, retires March 31. ADAMHA, an agency of the U.S. Public Health Service, has lead federal responsibility for carrying out programs supporting research, prevention and treatment of mental and addictive disorders. Its fiscal 1992 budget is $3 billion. Dr. Johnson has been director of ADAMHA's Office for Substance Abuse Prevention since February 1988, with primary responsibility for the administration of the nation's alcohol and other drug prevention programs and activities. With a staff level of 170 and budget of about $300 million, OSAP conducts a full range of drug and alcohol abuse prevention programs. In addition, she holds the post of associate administrator for prevention. Prior to being named the Office for Substance Abuse Prevention's director in 1988, she was deputy director of the National Institute on Drug Abuse. There, she had a principal role in planning, directing and administering the institute's drug abuse research program, including the management of its intramural and extramural research programs and its AIDS research activities. Dr. Johnson joined ADAMHA in 1972 and brings more than 20 years of experience in treatment, prevention and research to her new position. Dr. Johnson received the Presidential Meritorious Executive Rank Award in 1991. She received her bachelor's degree from Morgan State University and her master's and doctorate from the University of Maryland. She, her husband, and their two sons reside in Catonsville, Md. ###
