Sullivan, M.D., has announced the award of $l7.8 million in grants to prevent the abuse or neglect of children whose parents are substance abusers. The grants will establish 94 Emergency Child Abuse and Neglect Prevention projects that provide comprehensive, interdisciplinary, coordinated services to address the needs of these children and their families. These projects may include the hiring and training of personnel; the creation or expansion of services to deal with individual and family crises related to substance abuse; and the establishment or improvement of coordination between the agencies administering the grants and child advocates, public educational institutions and community organizations that serve substance abusing parents. "This program provides agencies with the opportunity to reach out to children and adolescents who are suffering abuse and neglect as a result of living with substance abusing parents or other care providers," said Jo Anne B. Barnhart, assistant secretary for children and families. "Many adolescents who are victims of abuse and neglect see running away from home as their only choice." "The primary objective of these projects is not only to provide immediate relief for the child and family, but also to provide ongoing neighborhood-based services to get these children and their families into the appropriate service loop," said Wade F. Horn, commissioner of the Administration on Children, Youth and Families. "These projects will institutionalize an important prevention education message to their communities that no stratum of society, or any cultural or ethnic group, is immune to the effect of parental alcohol and other substance abuse on children." ACYF, located in HHS' Administration for Children and Families, serves as a focal point within the federal government for serving children and families. Grants were awarded under four priority areas: models of service delivery; public information education; service improvement; and training.
