Sullivan, M.D., today announced almost $2 million in assistance to increase primary health care in the Pico Union and South Central areas of Los Angeles, as part of President Bush's "Weed and Seed" initiative to combat crime and provide health and social services in high-risk areas. The funding includes $l.7 million in awards for eight programs operated by seven community health organizations: the Asian Pacific Health Care Venture, the Community Health Foundation of East Los Angeles, the Watts Health Foundation of East Los Angeles, the Arroyo Vista Family Health Center, the Northeast Valley Health Corporation (two programs), the Altamed Health Services Corporation and the Los Angeles Gay and Lesbian Community Service Center. Up to $300,000 is also available to fill health care vacancies in centers or facilities qualifying for placement of physicians and other primary health care professionals participating in the National Health Service Corps' federal scholarship and loan repayment program. "Our strategy is to bolster existing services and to work in concert with the Los Angeles Weed and Seed Coalition to build community, county, state and federal partnerships for long-term solutions to health care, social problems and crime facing these neighborhoods," said Secretary Sullivan. Awards will be used to recruit physicians and other health care professionals, and to expand primary health care, crisis intervention, health care for the homeless and HIV intervention services. A jobs-related component is the recruitment and training of local residents as community health care workers to reach patients needing help, and to assist with referral, preventive and educational services. The supplemental awards were made to programs currently funded by the Bureau of Primary Health Care in the Health Resources and Services Administration that were able to demonstrate coordinated plans with the other service providers to target the Pico Union area and the portion of South Central Los Angeles bordered by Western, Vernon, Central and Manchester avenues. "The goal is to combine additional funds from the federal Community Health Center, Health Care for the Homeless, and Ryan White Care Act programs with community initiative and commitment. In doing this, our aim is to plant the 'seed' components in support of neighborhood jobs and health care services that working with the 'weed' side of the initiative can bring about secure neighborhoods on the road to being revitalized," said HRSA Administrator Robert G. Harmon, M.D. "Through this effort, we hope to assure that the people in greatest need receive quality health care," stated Marilyn H. Gaston, M.D., director of HRSA's Bureau of Primary Health Care. HRSA is one of eight U.S. Public Health Service agencies within HHS.
