HHS Announces $398 Million in Grants to States for HIV/AIDS CARE and Medications


Health and Human Services Secretary Donna E. Shalala today announced $398 million in formula grant awards to improve the quality, availability and organization of health care and support services for people living with HIV/AIDS and their families in states, U.S. territories, the District of Columbia and Puerto Rico. This amount includes $167 million earmarked for state AIDS Drug Assistance Programs (ADAPs) to help low-income individuals pay for HIV medications.

The grants are funded under Title II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, which provides HIV/AIDS care to low-income, uninsured and underinsured individuals affected by the epidemic. The CARE Act is administered by HHS' Health Resources and Services Administration.

"These annual CARE Act grants help states provide HIV/AIDS care and support for thousands of Americans each year," said Secretary Shalala. "I am particularly heartened by the large increase in ADAP funding, which rose by 221 percen t under President Clinton's leadership."

Title II formula grants are based on a calculation of the estimated number of people living with AIDS in each state or territory. Since FY 1996, separate funds have been earmarked under Title II to support state ADAPs in purchasing pharmaceutical s for low-income people living with HIV/AIDS. States also may designate a portion of their Title II formula grant to support ADAPs.

"Ryan White funds extend a vital lifeline to low-income individuals with HIV/AIDS," said Acting HRSA Administrator Claude Earl Fox, M.D., M.P.H. "Since the CARE Act was first funded in FY 1991, nearly $1.3 billion in Title II grant s has been awarded for health care and support services."
