President George W. Bush commits 15 billion dollars to fight the spread of AIDS in Africa and the Caribbean during his State of the Union Address at the U.S. Capitol Jan. 28, 2003. .This comprehensive plan will prevent 7 million new AIDS infections, treat at least 2 million people with life-extending drugs, and provide humane care for millions of people suffering from AIDS, and for children orphaned by AIDS,. said the President in his address.
