Closing Letters

A "closing letter" to a business indicates that Commission staff has conducted an investigation of certain acts or practices, but has decided to close the investigation without recommending an enforcement action by the Commission. Sometimes the closing letter may indicate the particular acts or practices that were the subject of the investigation; other times the letter may be more general in nature. The closing of an investigation does not necessarily mean there has been a determination that no violation of law occurred. Similarly, the fact that an investigation has taken place does not mean that a violation of law did occur. The Commission always reserves the right to take action in the future if it determines that the public interest would be served by such action.
