14, 2000 The Federal Trade Commission today announced the following action:
Publication of Federal Register notice:
The Commission has approved the publication of a Federal Register notice regarding the
following: Amendments to the FTC's Textile and Wool Labeling Rules. As
explained in the notice, which will be published shortly, the Commission has approved
several amendments to its Textile and Wool Labeling Rules, 16 CFR Parts 303 and 300,
respectively. The Commission is amending the Textile Fiber Products Identification Act
(Textile Rule) to: 1) revise the form for "Application for a Registered
Identification Number (RN)" to facilitate the receipt of electronic applications; 2)
incorporate by reference the generic fiber names and definitions for manufactured fibers
in International Standard Organization standard ISO 2076: 1999(E), "Textiles -
Man-made fibres - Generic names"; 3) clarify origin labeling requirements for
products made in the USA and assembled or finished abroad or manufactured abroad of U.S.
fabric; and 4) correct a typographical error. The Commission is amending the Rules and
Requirements of the Wool Products Labeling Act of 1939 (Wool Rule) to: 1) clarify that
only one RN will be granted to a qualifying firm; and 2) clarify the origin labeling
requirements for products made in the U.S. and assembled or finished abroad or products
manufactured abroad of U.S. fabrics.
The Commission vote to publish the Federal Register notice was 5-0. As the
amendments are technical in nature, a public comment period is not required and the
requirements of the Regulatory Flexibility Act do not apply. (File No. P948404; staff
