All Federal agencies should follow the guidleines issued in the Office of Federal Procurement Policy (OFPP) "Best Practices for Collecting and Using Current and Past Performance Information". The latest version is available at http://www.acqnet.gov/Library/OFPP/BestPractices/pastpeformguide.htm.

The policies for the National Institutes of Health (NIH) Contractor Performance System (CPS) used by most civilian agencies are contained in National Institutes of Health (NIH) Policy Manual, 6015-2 - PAST PERFORMANCE INFORMATION, Release Date: 9/30/2001.
