This is the Office of Surface Mining's library of COALEX Research Reports. COALEX is a data base of mining and reclamation information, including the Surface Mining Law and regulations, maintained in LEXIS-NEXIS--a commercial, on-line research service. These reports have been compiled under a cooperative agreement between the Office of Surface Mining and the Interstate Mining Compact Commission, which represents most U.S. coal producing states. Each report, which includes an analysis of a specific issue requested by a state regulatory authority with responsibility for carrying out the Surface Mining Law, falls into one of three broad categories of information:
  1. State Inquiry Reports are prepared in response to specific requests from state attorneys and regulatory personnel.
  2. State Comparison Reports address a topic of general interest, usually a regulatory issue, and make a comparison of primacy state regulations, highlighting significant differences.
  3. Significant Issue Reports consist of in-depth reports on topics of general interest, including legislative and regulatory history and case law.
