"Rider" Letter Sent to Agencies for Upcoming Publications

As announced through FOIA Post three weeks ago, the Office of Information and Privacy is planning to publish the Department of Justice's Freedom of Information Act Guide & Privacy Act Overview, together with the Freedom of Information Case List, this coming May. See FOIA Post, "New 'FOIA Guide' and Case List to Be Published in May" (posted 1/31/02).

Accordingly, on February 21, OIP sent the following Guide & Overview and Case List distribution memorandum to the principal FOIA officers at all federal agencies, specifying the procedures by which agencies should place their orders for these publications with the Government Printing Office by no later than April 26:

SUBJECT:   Freedom of Information Act Guide & Privacy Act Overview and
                        Freedom of Information Case List, 2002 Editions

The 2002 editions of the Freedom of Information Act Guide & Privacy Act Overview and the Freedom of Information Case List are scheduled to be published by the Office of Information and Privacy through the U.S. Government Printing Office (GPO) in May.

The Freedom of Information Act Guide & Privacy Act Overview will feature the "Justice Department Guide to the Freedom of Information Act," as well as an overview discussion of the provisions of the Privacy Act of 1974 that is prepared in coordination with the Office of Management and Budget. It also will contain the texts of those two access statutes.

The 2002 edition of the Freedom of Information Case List will contain up-to-date lists of cases decided under the Freedom of Information Act, the Privacy Act, the Government in the Sunshine Act, and the Federal Advisory Committee Act -- as well as the texts of those four access statutes and a list of related law review articles. FOIA cases will be indexed through approximately April 12, 2002.

If your agency would like to have multiple copies of these updated reference volumes, you may obtain them at the original printing cost by "riding" the Department of Justice's GPO requisition order. To do so, you should determine how many copies you will want at the "rider" price (expected to be approximately $2.00 for each copy of the Guide & Overview and $2.00 for each copy of the Case List) and make arrangements with your printing officer to place your agency's order by no later than April 26, 2002.

The GPO requisition number for the Guide & Overview is 2-04921; for the Case List it is 2-04926. When submitting a requisition for copies, you should use Standard Form One (SF-1); Department of Justice components should use Form DJ-2. Offices outside the Washington, D.C. area should contact their printing or publication officers in Washington for their proper billing codes.

In light of the Guide & Overview's new biennial publication cycle, it is essential that each federal agency place an advance order for the full number of books that it will require during the next two years. As for the Case List, it was last published in September 1998 and any future publication schedule for it has not yet been established, so agencies should plan accordingly.

For this edition of these two volumes, this instruction letter will be mailed to you and it also will be disseminated through FOIA Post. For future publication cycles, however, this letter will be disseminated to all agencies exclusively through FOIA Post.

As it has done in the past, the Office of Information and Privacy will send one courtesy copy of the Guide & Overview and of the Case List to each principal FOIA contact at each agency. Additional copies must either be ordered in advance at the special "rider" price or else purchased at the full price at a GPO bookstore thereafter. For its last edition in May 2000, the bookstore price for the Guide & Overview was $46.00 greater than the "rider" price; it is expected that the "rider" price savings will be comparable for this edition.
