FIRST DIRECTOR NAMED FOR NEW HHS ADMINISTRATIVE UNIT

Bringing Business Enterprise Approach to Government Operations

Lynnda M. Regan, a 28-year business manager at Westinghouse Electric Corp., has become the first director of the Program Support Center, a newly formed, self-supporting operating division at HHS.

"The PSC is a new breed -- a business operation within the federal government, that will provide services on a competitive, fee-for-service basis," said HHS Secretary Donna E. Shalala. "We conducted an exhaustive search to find the right individual to lead this new business operation, and Lynnda Regan is indeed that person."

PSC was created as part of the Reinventing Government process to reduce duplication in administrative services. It provides its services to customers throughout HHS, as well as to other federal agencies that wish to purchase the services. PSC customers already include not only HHS offices and operating divisions, but also 12 other executive departments, 12 independent federal agencies, and the General Accounting Office.

The PSC provides services including human resources, financial and property management, and information technology. Included is the operation of a medical supply depot providing support to over 1,700 worldwide customers. Also included are consolidated telephone services which provide savings to HHS operating divisions. A PSC marketing office promotes contracts for PSC services.

A department-wide board of directors provides broad policy direction for PSC activities, in addition to approving budgets and billing rates. The board is comprised of representatives of customer agencies (other HHS operating divisions) and the chief PSC officers. It is chaired by the HHS deputy secretary with the assistant secretary for management and budget as vice-chair. PSC includes about 1,300 employees, drawn primarily from the U.S. Public Health Service and the office of the secretary.

Regan began her career with Westinghouse in 1967 and served there as a sales and planning manager, manager for international strategic planning, and most recently as operations manager, directing support functions and asset management for the corporate headquarters facility as well as locations outside the U.S. "At Westinghouse, Lynnda took over the equivalent of the PSC just as it was created. During her tenure, that operation grew in scope and reputation," Secretary Shalala said.

Regan earned a bachelor of science degree in mathematics at Purdue University, and she is a graduate of the Program for Management Development at Harvard Business School. She has been living in Nevillewood, Pa., with her husband Joseph Regan.
