CONTRACT

ARMY

The American Registry of Pathology, Washington, D.C., is being awarded $14,578,850 (subject to availability of funds) as part of a $79,410,671 cost-contract for cooperative enterprises in medical research, consultation and education. Work will be performed in Washington, D.C., and is expected to be completed by Sept. 30, 2005. This is a sole source contract. The U.S. Army Medical Research Acquisition Activity, Frederick, Md., is the contracting activity (DAMD17-00-C-0034).

Coakley & Williams Construction Inc., Gaithersburg, Md., is being awarded an $11,002,567 firm-fixed-price contract to design/build Phase II of the Visitor's Quarters. Work will be performed at Dover Air Force Base, Del., and is expected to be completed by Nov. 2, 2002. Contract funds will not expire at the end of the current fiscal year. There were 90 bids solicited on June 6, 2000, and one bid was received. The U.S. Army Corps of Engineers, Philadelphia, Pa., is the contracting activity (DACA61-00-C-0036).

The Lane Construction Corp., Meriden, Conn., is being awarded an $8,740,000 firm-fixed-price contract for a two-phase design/build/repair of the primary runway at Tinker Air Force Base. The existing Portland cement concrete keel section of the runway is to be removed and replaced and will include base, rapid drainage layer and Portland cement concrete. The existing asphalt concrete portion of the keel and runway edge will be milled and overlaid. Replacement of painted airfield pavement markings will be required on new pavement surfaces and existing pavement markings on the primary runway not disturbed by new construction will be painted over. Work will be performed at Tinker Air Force Base, Okla., and is expected to be completed by Nov. 15, 2001. Contract funds will not expire at the end of the current fiscal year. There were 67 bids solicited on Dec. 17, 1999, and six bids were received. The U.S. Army Corps of Engineers, Tulsa, Okla., is the contracting activity (DACA56-00-C-2022).

Gulf Group Inc., Panama City, Fla., is being awarded a $7,908,501 firm-fixed-price contract to perform miscellaneous airfield improvements at Tyndall Air Force Base. The project includes milling and overlay of portions of the runway, extension of the overrun, concrete taxiway/runway repairs/replacement, shoulder construction, airfield lighting repairs/replacement, duct bank replacement, and airfield signage. Phasing will be required to minimize impact to airfield operations. Work will be performed at Tyndall Air Force Base, Fla., and is expected to be completed by Sept. 30, 2002. Contract funds will not expire at the end of the current fiscal year. There were 87 bids solicited on July 21, 2000 and five bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (DACA01-00-C-0034).

Raytheon Systems Co., St. Petersburg, Fla., is being awarded a $5,443,672 modification to firm-fixed-price with economic price adjustment and time and materials contract DAAB07-97-C-J437, to exercise the third-year option for 52 Joint Tactical Terminals (briefcase version) from the low rate initial production and full rate production contract for Joint Tactical Terminal/Common Integrated Broadcast Service Modules (JTT/CIBS-M). Work will be performed in Largo, Fla., and is expected to be completed by Sept. 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were three bids solicited on June 30, 1997, and three bids were received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity.

Intersteel Inc.*, Louisville, Ky., is being awarded a $5,425,000 firm-fixed-price contract to provide a new ammunition surveillance facility consisting of a building with loading dock, six inspection bays, four storage cubicles, two test cubicles, and a support area. The administrative area will feature offices, break room and toilets, tool storage and electrical/mechanical rooms. Special building systems include a crane, deluge sprinklers, intrusion detection system, and special hazardous rated lighting/power and heat/ventilation. General support features include site development, pavement, drainage, fuel tank, and site utilities. Modifications to existing ammunition igloo ramps and igloo doors may also be accomplished under this project. Work will be performed at Blue Grass Army Depot, Richmond, Ky., and is expected to be completed by April 30, 2002. Contract funds will not expire at the end of the current fiscal year. There were 126 bids solicited on Aug. 2, 2000, and seven bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (DACA27-00-C-0074).

NAVY

Information Spectrum, Inc., Annandale, Va., is being awarded an $11,519,356 cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract for maintenance planning and design interface support services for the Naval Aviation Depot, North Island, San Diego, Calif. This contract will provide for an estimated level of effort of 270,400 man-hours. Work will be performed in, San Diego, Calif., and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by a request for proposals with 33 proposals solicited and two offers received. The Naval Air Warfare Center Weapons Division, Point Mugu, Calif., is the contracting activity (N68936-00-D-0061).

Information Spectrum, Incorporated, Annandale, Va., is being awarded a $10,707,235 cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract for maintenance planning and design interface support services for the Naval Aviation Depot, Jacksonville, Fla. This contract provides an estimated level of effort of 249,600 man-hours. Work will be performed in Jacksonville, Fla., and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by a request for proposals with 33 proposals solicited and three offers received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-00-D-0328).

TEAC America, Inc., Industrial Products Division, Montebello, Calif., is being awarded an $8,347,636 five-year requirements contract for the procurement of 1,265 cockpit video recorders (P/N V80-AB-F9) used on the F/A-18 aircraft. This contract contains options, which if exercised, will bring the total cumulative value of this contract to $10,934,140. Work will be performed at Montebello, Calif., and is expected to be completed by September 2002. Contract funds will not expire at the end of the fiscal year. This contract was competitively procured with 14 proposals solicited and one offer received. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-00-D-103D).

FATS, Inc., Suwanee, Ga., is being awarded a $7,575,557 firm-fixed-price contract supporting the Indoor Simulated Marksmanship Trainer-Enhanced Program. Support items include 97 systems, 169 ancillary items, training and contractor logistics support. This contract contains options, which if exercised, will bring the total cumulative value to $50,813,800. Work will be performed in Suwanee, Ga., with training sessions conducted at various government installations worldwide, and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by electronic solicitation and two offers were received. The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-99-C-3005).

Harper/Neilsen Dillingham Builders, Inc., (a joint venture), San Diego, Calif., is being awarded a $7,500,000 Base Proposal Item 0001 of Task Order 01, under a multiple award construction contract (MACC) for the revitalization of 48 family housing units at Marine Corps Air Station, Yuma. Work will be performed in Yuma, Ariz., and is expected to be completed by December 2003. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 106 proposals solicited, seven offers received and award made to multiple contractors on 11 May 2000. The total contract amount is not to exceed $250,000,000 (five-year performance period). This task order was negotiated as a sole source contract to fulfill the minimum guarantee under the basic MACC contract. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-99-D-6654).

American Systems Corp., Chantilly, Va., is being awarded a $7,281,503 firm-fixed-price, delivery order against previously awarded indefinite-delivery/indefinite-quantity contract N61339-00-D-0021 to procure 52 generalized aviation devices, 11 advanced generalized aviation devices, and 1 aviation maintenance administration device for the Chief of Naval Education and Training's electronic classrooms located at the Naval Air Station (NAS), Pensacola, Florida and NAS Meridian, Mississippi. Work will be performed in Winter Park, Fla., and is expected to be completed by September 2002. Contract funds in the amount of $3,886,000 will expire at the end of the current fiscal year. The Naval Air Warfare Center, Training Systems Division, Orlando, Fla., is the contracting activity.

BAE Systems Applied Technologies, Inc., Rockville, Md., is being awarded a $5,704,445 modification to previously awarded contract N00421-97-C-1491 to exercise an option for technical and engineering services for the Air Traffic Control Systems Branch at the Naval Air Warfare Center Aircraft Division, St. Inigoes, Md. This modification will provide an estimated level of 118,000 man-hours. Work will be performed in St. Inigoes, Md., and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

Advanced Systems Technology, Inc., Lawton, Okla.; The AEgis Technologies Group, Inc., Huntsville, Ala.; BMH Associates, Inc., Norfolk, Va.; Coleman Research Corp., Orlando, Fla.; COLSA Corp., Huntsville, Ala.; Computer Sciences Corp., Falls Church, Va.; GRC International, Inc., Vienna, Va.; Lockheed Martin Information Systems, Orlando, Fl.; Logicon, Inc., San Pedro, Calif.; Motorola SSG, Scottsdale, Ariz.; Science Applications International Corp., San Diego, Calif.; TASC, Inc., Reading, Mass.; and TRW, Carson, Calif., are each being awarded an indefinite-delivery/indefinite-quantity multiple award contract. The contracts being awarded to these 13 companies are for Lot III of the Constructive Simulation domain, which includes wargames and automated simulations which represent actions of people and systems in the simulation as well as entity level force simulations and models. These 13 contracts are part of an overall effort to support the U.S. Army Simulation, Training, and Instrumentation Command (STRICOM) Program Managers in the areas of Training and Devices (TRADE); Combined Arms Tactical Trainer (CATT); Warfighter Simulation (WARSIM); and Instrumentation, Threats, and Targets (ITTS). This acquisition is structured to contain four Lots for each STRICOM business domain: Lot I (Live - TRADE), Lot II (Virtual - CATT), Lot III (Constructive - WARSIM), and Lot IV (Test-Instrumentation - ITTS). Under this multiple award, the 13 contracts will be provided a fair opportunity to compete for individual task orders under this Lot III level of effort. A ceiling of $4,000,000,000 over an eight-year ordering exists for these four separate lots of effort. The multiple awards for Lots I, II, and IV will be made in the near future. Work will be performed in Orlando, Fla.; Melbourne, Fla.; Ft. Walton Beach, Fla.; Norfolk, Va.; Hampton, Va.; Chantilly, Va.; Huntsville, Ala.; and North Fort Lewis, Wash. Percentage of work at these locations will be determined as task orders are awarded. Work is expected to be completed by September 2008. Contract funds will not expire at the end of the current fiscal year. These contracts were competitively procured under a multiple award electronic request for proposals and 18 offers were received for the Lot III effort. The Naval Air Warfare Center Training Systems Division, Orlando, Fla. is the contracting activity (N61339-00-D-0700 through N61339-00-D-0712)
