President Clinton Names Top Budget Official for HHS


President Clinton today announced his intention to nominate John J. Callahan, Ph.D., to be assistant secretary for management and budget at the Department of Health and Human Services.

Mr. Callahan would serve as the senior budget official and chief financial officer for HHS, formulating and executing a budget that protects the health and provides essential human services to Americans. The FY 1995 budget for the department is $311 billion.

"John Callahan brings to HHS a wealth of experience," said HHS Secretary Donna E. Shalala. "His work on national and state policy issues make him the ideal candidate to ensure that the department works for America at the federal, state and local level."

From 1979 to 1993, Callahan worked in numerous staff positions for the U.S. Senate. Most recently, he was chief of staff to Sen. Jim Sasser, D-Tenn. He has also served as deputy staff director for the Senate Budget Committee; staff director for the Senate Governmental Affairs Subcommittee on Government Efficiency, Federalism, and the District of Columbia; and staff director for the Senate Governmental Affairs Subcommittee on Intergovernmental Relations.

Prior to federal service, Callahan worked extensively on state government issues. He was director of federal-state relations at the National Conference of State Legislatures and a senior analyst for the U.S. Advisory Commission on Intergovernmental Relations.

Callahan received a bachelor's degree in political science from Fordham University along with a master's in regional planning and a doctorate in social sciences from the Maxwell School of Public Administration at Syracuse University. Callahan was also an assistant professor of education and planning at the University of Virginia.

Callahan resides in Annandale, Va., with his wife, Susan Doherty. They have three children, Kathleen, Erin and Sean. He is a native of Quincy, Mass.
