Office of the Coordinator for Reconstruction and Stabilization

On August 5, 2004, Secretary Powell announced the creation of the Office of the Coordinator for Reconstruction and Stabilization (S/CRS) to enhance our nation's institutional capacity to respond to crises involving failed, failing, and post-conflict states and complex emergencies.  Ambassador Carlos Pascual serves as the Coordinator.

 

S/CRS has a core mission:  To lead and coordinate U.S. Government planning, and institutionalize U.S. capacity, to help stabilize and reconstruct societies in transition from conflict or civil strife so they can reach a sustainable path toward peace, democracy and a market economy.

Strengthening U.S. Reconstruction and Stabilization Capabilities
Ambassador Pascual (Oct. 20):
"...we face new diplomatic and foreign policy challenges that affect our national interests, and we need new tools to address these challenges. We need tools that can influence choices that countries and people make about the nature of their economies, their political systems, their security, indeed, in some cases about the very social fabric of a nation."
