Bureau of Legislative Affairs

The Secretary of State is the principal Congressional Relations Officer of the Department. The primary mission of the Bureau of Legislative Affairs (H) is to ensure that the President's and the Secretary's foreign policy priorities are reflected throughout the legislative process. We succeed in this mission on the Hill by establishing broad professional working relationships with congressional committees that have oversight responsibilities for foreign affairs and State Department operations.

The Assistant Secretary, Paul V. Kelly, coordinates legislative activity for the Department of State and advises the Secretary of State and the State Department team on legislative strategy. The bureau promotes effective communication between State Department diplomats and members of Congress and their staffs.
