Helicopter Rope Suspension Training (HRST) and ORM

‘HRST’ operations encompass SPIE, Rappel, Fast Rope and Helocast. When conducting tactical/parachuting safety surveys some common problems surfaced that are necessary to bring to the attention of units conducting these operations: 

  1. Some commands are improperly/not keeping a Rope Log. 
  2. Equipment is out of shelf service life. 
  3. Modifications to equipment are not being done properly. A group of Marines rappel off the side of a cliff.
  4. Standardization of Operations throughout the HRST community needs to be done. 
  5. Maintenance and procedural pubs need to be updated. 
  6. The new USMC Rappel/SPIE harness (R-PIE) does not have a TM for maintenance, shelf service life, or how to don the equipment.

From recent mishaps throughout DOD, it is obvious that commands need to reevaluate where their HRST program stands. From an ORM prospective, we need to ensure as leaders/supervisors that we are not putting our Marines/Sailors at risk. Take a look at the equipment in your shop and make sure that you have the proper publications and are following them. Also, read in your Standing Operating Procedures and verify that all members of your command are following them. Make sure that all personnel are properly qualified and that these qualifications are tracked and current.
