Frequently Asked Questions (FAQs)


The Office of Grants Management (OGM) is dedicating a portion of its web site to "frequently asked questions" (FAQs). These questions may originate from a variety of sources and in several different ways. For example, they may be formulated as a follow-up activity to Office of Grants and Acquisition Management (OGAM) training or as a result of questions received on a day-to-day basis by OGM staff. FAQs may also result from the comments received on Concept Papers that are prepared in anticipation of developing or revising Grants Policy Directives (GPDs). Our review and analysis of those comments indicates that, in some cases, the comments are not necessarily of a type that can be accommodated in the GPDs either because they require a level of detailed discussion not appropriate for a GPD or because they request an interpretation of policy. We anticipate that many of those comments can be accommodated through FAQs, when a response would be of general benefit to the HHS Operating Divsions (OPDIVs).

The FAQs are organized by subject area for ease of use. When a FAQ is related to a particular GPD, a link to that GPD is included on that page.

We encourage you to make use of this site, although be aware some components remain under development.

The use of FAQs is intended to interpret existing policy rather than to create new policy. Consequently, OPDIVs should use FAQs in the same way as they use informal guidance received from OGM, i.e., as one source of information available to a Grants Management Specialist or Grants Management Officer in working through an issue or concern. These are general responses and may or may not fit the particular circumstances of an individual OPDIV, program, grant, or grantee.
