CONTRACTS

 

AIR FORCE

 

            Mitretek System, Falls Church, Va., is being awarded a $48,000,000 indefinite delivery/indefinite quantity contract.  This action is for high level Advisory and Assistance Services entitled “Independent System Engineering and Acquisition Support” (ISE&AS) Program.  It will support all aspects and requirements of the Air Force Center for Environmental Excellence (AFCEE) including but not limited to (1) environmental restoration program, (2) base realignment and closure program, (3) environmental compliance program, (4) pollution prevention/waste minimization program, (5) environmental impact analysis program, (6) design and construction management program, and (7) operational ranges, (8) unexploded ordinance, (9) military munitions responses, (10) nuclear biological chemical, and (11) Homeland Defense Act of 2002-related initiatives.  Also included as coincident with the ISE&AS scope are any new activities/programs under the established functional areas such as strategic evaluation and planning, industry oversight, technical evaluation and transfer, program integration, and acquisition.  The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than this amount.  The services to be performed under this contract will primarily be at sites located on United States Air Force installations, as well as other worldwide locations for which the Air Force for Environmental Excellence customers have responsibility.  No funds have been obligated.  This work will be complete by May 2010.  Solicitation began March 2004 and negotiations were completed May 2004.  The Headquarters 311th Human Systems Wing, Brooks City-Base, Texas, is the contracting activity (FA8903-04-D-8715).

 

            Powerware Corp., Raleigh, N.C., is being awarded a $18,672,697 firm fixed price contract to provide for emergency and preventative maintenance for static and rotary uninterruptible power supply systems (UPS), flywheels and batteries.  Maintenance shall occur at worldwide locations of UPS Systems by Powerware personnel Corporate Headquarters for Powerware.  No funds have been obligated.  Solicitation began November 2003 and negotiations were completed May 2004.  The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (FA8208-04-D-0001). 

 

ARMY

 

            J.E. Dunn Construction, Kansas City, Mo., was awarded on May 21, 2004, a $24,965,928 firm-fixed-price contract for construction of the Lewis and Clark Center.  Work will be performed at Fort Leavenworth, Kan., and is expected to be completed by Jan. 1, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Feb. 28, 2004.  The U.S. Army Engineer District, Kansas City, Mo., is the contracting activity (DACA41-03-C-0003).

 

            Miltec Corp.*, Huntsville, Ala., was awarded on May 24, 2004, a $4,000,000 increment as part of a $12,382,520 firm-fixed-price contract for an Army counterspace technology testbed.  Work will be performed in Iuka, Miss. (65 percent) and Huntsville, Ala. (35 percent), and is expected to be completed by May 30, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were five bids solicited on April 8, 2004, and one bid was received.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-04-F-R019).

 

            Westar Aerospace and Defense Group Inc.*, Saint Charles, Mo., was awarded on May 24, 2004, a $3,637,000 increment as part of a $9,999,994 cost-plus-fixed-fee contract for an advanced technology prioritization application program.  Work will be performed in Huntsville, Ala., and is expected to be completed by May 24, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on Jan. 15, 2004, and two bids were received.  The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (W9113M-04-C-0053).
