DEFENSE LOGISTICS AGENCY
Penn Detroit Diesel Allison*, York Haven, Pennsylvania was awarded on
September 20, 1995, an estimated $18,793,839 fixed price subject to change of
commercial catalog prices contract for replacement parts. Fifty-two proposals
were solicited and three were received. Work is expected to be completed by
September 20, 1996. Funds will not expire at the end of the fiscal year. The
Defense Construction Supply Center, Columbus, Ohio is the contracting activity
(SPO700-95-D-A005).
ARMY
Hughes Information Technology Corporation, Reston, Virginia, is being awarded
a $410,700 increment as part of a $5,780,498 cost plus award fee contract for
the Client Server Processing Environment (CSPE), which is a research and
development effort that will create a Digital Products Data Base to centralize,
manage, and store digital products and associated metadata; migrate and convert
digital product holdings from the Cartographic Data Base; migrate finished
digital products from the Digital Production System to the Digital Products
Data Base; re-engineer/migrate existing processing and production flows;
provide a single user interface to access and retrieve any stored product and
associated metadata; and interface to existing and emerging Defense Mapping
Agency systems in order to facilitate product distribution. Work will be
performed in Reston, Virginia, and is expected to be completed by September 30,
1996. Contract funds will not expire at the end of the current fiscal year.
There were 104 bids solicited on April 6, 1995, and 4 bids received. The
contracting activity is the Defense Mapping Agency, Washington, D.C.

Stewart & Stevenson Services, Incorporated, Sealy, Texas, is being awarded a
$263,454,260 modification to a fixed price with economic price adjustments
contract for the second increment of the fourth program year for 2,661 Family
of Medium Tactical Vehicles. Work will be performed in Sealy, Texas, and is
expected to be completed by August 31, 1997.

were 5 bids solicited on September 20, 1990, and 3 bids received. The

Rockwell International Corporation, Collins Avionics & Communications
Division, Cedar Rapids, Iowa, is being awarded an estimated, not-to-exceed
$7,365,137 firm fixed price, indefinite delivery/indefinite quantity contract
for the Data Transfer System, to include the Data Transfer Cartridge MU-1004/A
(minimum quantity 120/maximum quantity 1,800) and the Data Transfer Receptacle
MU-1005A/A (minimum quantity 60/maximum quantity 900). Work will be performed
in Cedar Rapids, Iowa, and is expected to be completed by September 21, 2000.
Appropriation number and dollar value will be issued with each delivery order.
This is a sole source contract initiated on May 2, 1995. The contracting
activity is the U.S. Army Communications and Electronics Command, Fort
Monmouth, New Jersey (DAAB07-95-D-B764).
Sundt Corporation/Actus Corporation, a joint venture, Tucson, Arizona, is
being awarded a $9,907,855 increment as part of an $18,668,928 firm fixed price
contract to design/build/construct 163 family housing units (83 units for FY95
and an option for 80 for FY96). The project includes asbestos removal and
disposal, and lead paint removal and disposal. Infrastructure work includes
new utilities to support new housing units and consists of water lines, gas
lines, sanitary sewer lines and electrical distribution lines. Effort also
includes grading, roads, sidewalks, curbs and gutters, landscaping and
recreational fields such as tot lots and common play areas. Work will be
performed at Davis-Monthan Air Force Base**, Arizona, and is expected to be
completed by May 13, 1997. Contract funds will not expire at the end of the
current fiscal year. There were 68 bids solicited on November 22, 1994, and 4
bids received. The contracting activity is the U.S. Army Corps of Engineers,
Albuquerque, New Mexico (DACA47-95-C-0038).
Sundt Corporation/Actus Corporation, a joint venture, Tucson, Arizona, is
being awarded an $8,977,154 firm fixed price contract for construction and
necessary related design of revitalization of 118 Junior Enlisted Capehart
Family Quarters. Work includes increasing net square footage to current
standards, interior modification to improve floor plan, redesign and upgrade
kitchen, remodel bathrooms, replace heating and cooling systems, replace water
heaters, install new exterior and interior doors, upgrade electrical systems,
install new windows, install new stucco on walls, repair plumbing, and replace
roofing. Asbestos and lead paint abatement is required. Contractor will
replace patios, exterior storage, carports, privacy fence and gates,
landscaping, playground, underground electric and telephone lines, storm
drainage system and sidewalks; and repair roads and add curb and gutters. Five
percent of these quarters shall be handicapped accessible. This is a
design/build project. Work will be performed at Fort Huachuca, Arizona, and is
expected to be completed by February 24, 1998. Contract funds will not expire
at the end of the current fiscal year. There were 96 bids solicited on March
9, 1995, and 2 bids received. The contracting activity is the U.S. Army Corps

CIVIL WORKS - NON MILITARY
Vispa Corporation*, Medley, Florida, was awarded on September 18, 1995, a
$100,000 increment as part of an estimated $9,008,400 firm fixed
price/indefinite delivery contract for emergency temporary roof repairs
(hurricane damage). Work will be performed in St. Thomas, St. Croix, and St.
John, U.S. Virgin Islands (97%); and Culebra, Puerto Rico (3%), and is expected
to be completed by October 1, 1996. Contract funds will not expire at the end
of the current fiscal year. There were 30 bids solicited on September 18,
1995, and 10 bids received. The contracting activity is the U.S. Army Corps of
Engineers, Jacksonville, Florida (DACW17-95-D-E002).
Advanced Roofing, Incorporated, Ft. Lauderdale, Florida, was awarded on
September 18, 1995, a $100,000 increment as part of a $9,150,000 firm fixed
price/indefinite delivery contract for emergency temporary roof repairs
(hurricane damage). Work will be performed in St. Thomas, St. Croix, and St.
John, U.S. Virgin Islands (98%); and Culebra, Puerto Rico (2%), and is expected
to be completed by October 1, 1996. Contract funds will not expire at the end

AIR FORCE
Rockwell International Corporation, Anaheim, California, is being awarded a
$20,635,631 Cost Plus Award Fee contract for FY1996 continuous engineering
support for the guidance and control systems on the Peacekeeper and Minuteman
intercontinental ballistic missiles. Contract is expected to be completed
September 1998. Contract funds will not expire at the end of the current
fiscal year. There was 1 firm solicited and 1 proposal received. Solicitation
began May 1995 and negotiations were complete August 1995. Ogden Air Logistics
Center, Hill Air Force Base, Utah is the contracting activity

United Technologies Corporation, West Palm Beach, Florida, is being awarded a
$9,446,340 Firm Fixed Price contract for 3018 Two-Blade Sets applicable to the
TF-33 engine applicable to the C-141 and B-52H aircraft. The work will be
performed at United Technologies, East Hartford, Connecticut. Contract is
expected to be completed January 1998. Contract funds will expire at the end
of the current fiscal year. There were 2 firms solicited and 1 proposal
received. Solicitation began March 1995; negotiations were complete August
1995. Oklahoma City Air Logistics Center is the contracting activity

Logicon, Incorporated, San Pedro, California, is being awarded a $23,795,302
face value increase to a Indefinite Delivery/Indefinite Quantity contract for
various quantities of seven software packages under the Integrated
Computer-Aided Software Engineering (I-CASE) contract. The work will be
performed at AT&T;, Columbia, Maryland (60%); Logicon, Inc., Los

Angeles, California (20%); and Logicon, Inc., Arlington, VA (20%). Contract is
expected to be completed. Contract funds will not expire at the end of the
current fiscal year. Standard Systems Group, Maxwell Air Force Base, Alabama
is the contracting activity (F01620-94/D-0002, P00012).
Litton Computer Services, San Jose, California, is being awarded a $7,188,242
face value increase to a Firm Fixed Price contract for a hardware update to
expand the memory capacity of the Reliability and Maintainability Information
System (REMIS). Contract is expected to be completed January 1996. Contract
funds will not expire at the end of the current fiscal year. Materiel Systems
Group, Wright-Patterson Air Force Base, Ohio is the contracting activity

NAVY
Hughes Missile Systems Co., Tucson, Arizona, is being awarded a $6,200,000
cost-plus-fixed-fee contract for risk reduction engineering and long-lead
material to support the design and development of a Ship Self Defense System
(SSDS). Work will be performed in San Diego, California (80%), and Tucson,
Arizona (20%),and is expected to be completed by October 1995. Contract funds
will not expire at the end of the current fiscal year. This contract was not
competitively procured. The Naval Sea Systems Command, Washington, D.C., is
the contracting activity (N00024-94-C-5433).
H. Angelo & Co., Coral Gables, Florida, is being awarded a $5,995,000
firm-fixed-price contract for whole house renovation of family housing units
(Phase II) at the Marine Corps Logistics Base, Albany, Georgia. Work will be
performed in Albany, Georgia, and is expected to be completed by March 1997.
Contract funds will not expire at the end of the current fiscal year. This
contract was competitively procured with 81 proposals solicited and three

E&S; Corporation, St. Louis, Missouri, is being awarded a $18,843,556
combination fixed-price incentive/fixed-price contract for design, development,
and production of avionics support equipment to support high power radio
frequency avionics. This contract contains options, which if exercised, will
bring the total cumulative value of the contract to $59,842,677. Work will be
performed in St. Louis, Missouri (70%), Hunt Valley, Maryland (20%), and
Juarez, Mexico (10%), and is expected to be completed by November 1998.
Contract funds will not expire at the end of the current fiscal year. This
contract was competitively procured with 56 proposals solicited and four offers

McDonnell Douglas Corp., McDonnell Aircraft Co., St. Louis, Missouri, is
being awarded a $19,000,000 order under previously awarded contract
N00019-92-C-0006 for the procurement of four F/A-18 operation flight trainers.
Work will be performed in St. Louis, Missouri, and is expected to be completed
by January 1996. Contract funds in the amount of $19,000,000 will expire at
the end of the current fiscal year. This contract was not competitively
procured. The Naval Air Systems Command, Washington, D.C., is the contracting
activity.
United Technologies Corp., Sikorsky Aircraft Division, Stratford, Connecticut,
is being awarded a $7,768,823 firm-fixed-price requirements contract for
preparation of new, or revised, technical manuals in support of the H-3, H-53
and H-60 series helicopters. This contract contains options, which if
exercised, will bring the total cumulative value of the contract to
$44,052,901. Work will be performed in Stratford, Connecticut, and is expected
to be completed by December 1995. Contract funds will expire at the end of the
current fiscal year. This contract was not competitively procured. The Fleet
& Industrial Supply Center, Norfolk Detachment, Philadelphia, Pennsylvania, is

Northwest Research Associates, Inc., Bellevue, Washington, is being awarded a
$5,298,921 cost-plus-fixed-fee contract for the development of a Beach Probing
System (BPS) that would allow continuous clandestine monitoring of
mission-critical nearshore environmental conditions. Work will be performed in
Bellevue, Washington, and is expected to be completed by September 2000.
Contract funds in the amount of $403,400 will expire at the end of the current
fiscal year. This contract was competitively procured under a Broad Agency
