J.E. Dunn Construction Co., Kansas City, Mo., is being awarded a $15,652,204 firm-fixed-price contract for design and construction of a Vehicle Maintenance Facility. Work will be performed at Fort Gordon, Ga., and is expected to be completed by July 10, 2004. Contract funds will not expire at the end of the current fiscal year. Heavy Constructors Inc., Rapid City, S.D., is being awarded a $9,810,295.04 firm-fixed-price contract for a Live Ordnance Loading Area. Work will be performed at Ellsworth Air Force Base, S.D., and is to be completed by Nov. 13, 2004. Contract funds will not expire at the end of the current fiscal year. Atkinson Construction L.L.C., Lakewood, Colo., was awarded, a $5,360,800 firm-fixed-price contract for construction of two long interconnected tunnels and two portals in a granitic geology with access road on Aug. 8, 2002. Work will be performed at White Sands Missile Range, N.M., and is to be completed by June 15, 2003. Contract funds will not expire at the end of the current fiscal year. Lockheed Martin Mission Systems, Gaithersburg, Md., is being awarded a $3,000,000 increment as part of a $74,774,227 cost-plus-fixed-fee and time and materials contract for development of an initial architecture for the Warfighter Information Network - Tactical communication system. LABAT-Anderson Inc., McLean, Va., is being awarded $22,851,625 firm-fixed-price with indefinite delivery and quantity type contract for a commercial activity study conducted IAW OMB Circular A-76 for warehousing and distribution at Defense Distribution Depot San Diego for Defense Logistics Agency. The delivery order issuance is contingent upon the 60-day public appeal process. This is a three-year base contract with one two-year option period. Amerada Hoss Corp.*, Woodbridge, N.J., is being awarded $6,361,075 fixed-price with economic-price adjustment type contract for 9,514,714 gallons of gasoline, fuel oil, and diesel fuel for the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps, federal civilian agencies and DoD. Work will also be performed in Connecticut, Maine, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island and Vermont. Performance completion date is scheduled for July 31, 2005. Raytheon Co., Naval and Maritime Integrated Systems, Portsmouth, R.I., is being awarded a $12,786,487 cost-plus-fixed-fee contract for the design, build, test and deployment of the Acoustic Observatory (AO) Array Wet Subsystem (WS). The array will be deployed off of Naval Surface Warfare Center, Ft Lauderdale, Fla., and will be used to determine the upper bounds to passive sonar performance in highly cluttered, shallow water environments. Work will be performed in Portsmouth, R.I., and is to be completed by July 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under a Request for Proposals, with four offers received. The Office of Naval Research, Arlington, Va., is the contracting activity (N00014-02-C-0452).

Norfolk Shipbuilding & Drydock Corp., Norfolk, Va., is being awarded a $12,213,324 fixed-price contract for the Phased Maintenance Availability of USS Whidbey Island (LSD-41). Work will be performed in Norfolk and is to be completed by February 2003. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured and advertised via the Internet, with five proposals solicited and two offers received. The Supervisor of Shipbuilding, Conversion and Repair, U.S. Navy, Portsmouth, Va., is the contracting activity (N62678-02-C-2081).

C-Cubed Corp., Springfield, Va., is being awarded an $11,008,041 modification to a previously awarded cost-plus-fixed-fee term contract (N00421-01-C-0125) to exercise an option for approximately 230,000 man-hours of technical and engineering services in support of electronic and communication systems located at various naval installations across the United States. Work will be performed in Lexington Park, Md. (84 percent) and St. Inigoes, Md. (16 percent), and is to be completed by August 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

United Technologies, Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $5,662,369 modification to a previously awarded firm-fixed-price contract (N00019-01-C-0024) for the Special Progressive Aircraft Rework (SPAR) of one each VH-3D and VH-60N aircraft, including component overhaul and repairables. SPAR efforts will include the refinishing and refurbishing of the aircraft, structural examinations, correction of any existing chronic aircraft system problems, and the replacement of those components that have reached specified limits. These efforts are necessary to insure the integrity, reliability, and mission readiness of the aircraft. Work will be performed in Stratford and is to be completed by May 2003. Contract funds will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $10,800,000 firm-fixed-price contract to provide for incorporation of Advanced Integrated Defensive Electronic Warfare System for the Oman and Chile F-16 Aircraft Programs under the Falcon 2020 Delivery order contract F42620-01-D-0058, SC08. This effort supports foreign military sales to Oman and Chile. At this time, $4,382,500 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by July 2006. Solicitation began May 2002 and negotiations were completed July 2002. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
