NAVY

Harper Construction Co., San Diego, Calif., is being awarded $5,797,265 for Task Order 0003 under a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award construction contract for renovation of existing bachelor enlisted quarters Buildings 328 and 329 at Naval Amphibious Base Coronado. Work will be performed in San Diego, Calif., and is expected to be completed by June 2005. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured via the NAVFAC e-solicitation web site with 11 offers received and award made on March 29, 2002. The total contract amount for each contractor is not to exceed $150,000,000 (base period and four option years) bringing the cumulative total for all four contracts to $600,000,000. The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Four offers were received for this task order. Information Resources Management Ltd.*, Lexington Park, Md., is being awarded an estimated $65,000,000 indefinite-delivery/indefinite-quantity contract for the procurement of Navy training systems plans and manpower estimate reports, training products and related services and the weapons systems technical training needs to include fixed wing and rotary wing training products. Work will be performed in Patuxent River, Md., and is expected to be completed in December 2008. Contract funds in the amount of $10,000 will expire at the end of the current fiscal year. This contract was competitively procured via the NAVAIR e-solicitation Web site, with five offers received. The Naval Air Systems Command, Training Systems Division, Orlando, Fla., is the contracting activity (N61339-04-D-0003).

Kira Inc.*, Miami, Fla., is being awarded a $10,291,678 firm-fixed price, indefinite-quantity contract for regional base operating support services at Naval Air Station, Jacksonville; Hecksher Drive Fuel Depot; Naval Station Mayport; Cecil Field Complex; and various outlying fields. This contract contains options which if exercised would bring the total not-to-exceed cumulative value of the contract to $50,483,784. Work will be performed in Jacksonville, Fla. (55 percent), and Mayport, Fla. (45 percent), and is expected to be completed by December 2004 (December 2008 with options). Contract funds will not expire at the end of the current fiscal year. This contract was a HUBZone small business set-aside and competitively procured via the NAVFAC e-solicitation Web site with five offers received. The Engineering Field Activity Southeast, Naval Facilities Engineering Command, Jacksonville, Fla., is the contracting activity (N69272-03-D-1010).

Science Applications International Corp., San Diego, Calif., is being awarded a $15,416,067 cost-plus-fixed-fee contract for the procurement of professional engineering and technical support, including fleet support; flight test research, development, test and evaluation (RDT&E) projects; manned flight simulator high-fidelity aircraft cockpit programs and simulation systems; the digital flight control system; air vehicle flying qualities; physics-based modeling of aircraft and unmanned aerial vehicles; ship simulations; network-centric warfare; deployed virtual training environment; technical training; quality assurance; configuration management; process improvement; and program management. These professional engineering and technical services will ensure effective and efficient continuity of RDT&E and fleet support, which has been significant for NAVAIR mission accomplishment and has augmented its capability to support the fleet. Work will be performed in Patuxent River, Md., and is expected to be completed in December 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the NAVAIR e-solicitation Web site, with one offer received. The Naval Air Systems Command, Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-04-C-0013).

ARMY

The Boeing Co., Ridley Park, Pa., was awarded on Dec. 2, 2003, a $151,500,000 firm-fixed-price contract for seven CH-47F new build helicopters. Work will be performed in Philadelphia, Pa., and is expected to be completed by April 30, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Oct. 9, 2003. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-04-C-0012).

Honeywell International Inc., Tempe, Ariz., was awarded on Dec. 2, 2003, a delivery order amount of $5,015,771 as part of a $39,073,021 firm-fixed-price contract for a second stage nozzle assembly for M1 Abrams AGT 1500 engines. Work will be performed in Greer, S.C., and is expected to be completed by May 2005. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on May 2, 2003, and four bids were received. General Dynamics Land Systems, Sterling Heights, Mich., was awarded on Dec. 2, 2003, a $22,888,742 firm-fixed-price contract for spare parts in support of the M1A2 Abrams tank. Work will be performed in Tallahassee, Fla. (57 percent); Lima, Ohio (26 percent); Anniston, Ala. (9 percent); and Imperial, Calif. (8 percent), and is expected to be completed by February 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Aug. 15, 2003. Axion Corp., Huntsville, Ala., was awarded on Dec. 3, 2003, a delivery order amount of $934,304 as part of a $9,071,380 firm-fixed-price contract for the High Mobility Multi-Wheeled Vehicle seat parts kit. Work will be performed in Huntsville, Ala., and is expected to be completed by Dec. 3, 2008. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Aug. 8, 2003, and two bids were received. ISX Corp., Camarillo, Calif., was awarded on Dec. 2, 2003, a $1,173,722 increment as part of a $7,800,000 cost-plus-fixed-fee contract for operational hardening and test support for Command Post of the Future solution technology. Work will be performed in Camarillo, Calif., and is expected to be completed by April 30, 2005. Contract funds will not expire at the end of the current fiscal year. Valero Marketing and Supply Co., San Antonio, Texas, is being awarded a $66,485,588 fixed-price with economic price adjustment type of contract for fuel for foreign military sales. Work will also be performed in Corpus Christi, Texas. Performance completion date is expected to be Dec. 31, 2008. Contract funds will expire at the end of the current fiscal year. Hupp Aerospace, New Haven, Ind., is being awarded a $19,900,653 firm-fixed-price with indefinite-quantity delivery type of contract for aircraft parts for the Army. Performance completion date is expected to be Dec. 4, 2008. Contract funds will not expire at the end of the current fiscal year. There were two proposals solicited, and two responded. Tetra Tech Foster Wheeler, Boston, Mass., is being awarded an $11,985,275 firm-fixed-price with cost-reimbursable items type of contract for environmental assessment and remediation services at Fleet and Industrial Supply Center Norfolk, Va., for the Navy and Marine Corps.
