CONTRACTS
OFFICE OF CIVILIAN HEALTH AND MEDICAL PROGRAM OF THE
UNIFORMED SERVICES
United Concordia Companies, Camp Hill, Pennsylvania, was awarded on February
6, 1995 a $1,738,762,923 firm fixed price, requirements contract for Active
Duty Dependents Dental Insurance Services for the U.S., District of Columbia,
Puerto Rico, Guam and the U.S. Virgin Islands. This contract also provides for
four one-year option periods. Proposals were solicited from 67 offerors and
four acceptable proposals were received. The Office of Civilian Health and
Medical Program of the Uniformed Services, Aurora, Colorado, is the contracting
activity (MDA906-95-D-0002).
ARMY
Nichols Research Corporation, Huntsville, Alabama, is being awarded a delivery
order amount of $133,785.24, as part of a $33,311,785 modification to a time
and materials contract for engineering services in accordance with the
statement of work for Guidance and Control Mission Technology and Other Project
Support Functional Engineering. Work will be performed in Huntsville**,
Alabama (50%), and Redstone Arsenal, Alabama (50%), and is expected to be
completed by January 31, 1996. Contract funds will not expire at the end of
the current fiscal year. This is a sole source contract initiated in December
1994. The contracting activity is the U.S. Army Missile Command, Redstone
Arsenal, Alabama (DAAH01-91-D-R007).
Guyco Engineering Company, Lampasas, Texas, is being awarded a $5,200,000
modification to a firm fixed price contract for the maintenance and repair of
barracks and dining facilities. The project involves repairing and replacement
of heating, ventilation, and air conditioning systems to include boilers,
chillers and pumps; replacement of drains and waste piping under buildings;
replacement of underground distribution systems from central plant to various
buildings with a precast trench system with condensate piping, chilled water
piping, and steam piping; replacement of exterior and interior lighting;
replacement of doors, windows,
shower pans and architectural hardware; and upgrade and painting of latrines.
Work will be performed at Fort Hood, Texas, and is expected to be completed by
May 15, 1995. Of the total contract funds, $5,200,000 will expire at the end
of the current fiscal year. There were 24 bids solicited on August 17, 1993,
and 2 bids received. The contracting activity is the U.S. Army Corps of
Engineers, Fort Worth, Texas (DACA63-93-C-0189).
McDonnell Douglas Helicopter Company, Mesa, Arizona, is being awarded a
$6,166,852 modification to a cost plus incentive fee contract for FY95
incremental funding of research and development for the period covering October
1, 1994 through September 30, 1995 for the Apache attack helicopter. Work will
be performed in Mesa, Arizona, and is expected to be completed by September 30,
1995. Of the total contract funds, $1,500,000 will expire at the end of the
current fiscal year. This is a sole source contract initiated on February 5,
1989. The contracting activity is the U.S. Army Aviation and Troop Command,
St. Louis, Missouri (DAAJ09-89-C-A086).
SPARTA, Incorporated*, Huntsville, Alabama, is being awarded a $28,096,565
delivery order amount of a cost plus fixed fee/indefinite delivery contract for
Technical Test Bed and Foreign Material Program support, including engineering
expertise to evaluate and document the design and characteristics of foreign
weapon systems. Work will be performed in Huntsville, Alabama, and is expected
to be completed by March 18, 2000. There were 116 bids solicited on December
29, 1993, and 2 bids received. The contracting activity is the Virginia
Contracting Activity, Washington, D.C. (MDA908-95-D-1501).
NAVY
Vitro Corporation, Groton, Connecticut, is being awarded a $9,479,409
indefinite delivery/
indefinite quantity contract with a cost-plus-fixed-fee pricing arrangement for
engineering and technical services in support of AN/BQQ-5, AN/BQQ-6, AN/BSY-1,
and AN/BSY-2 submarine sonar systems. Work will be performed in Groton,
Connecticut, and is expected to be completed by February 2000. Contract funds
will not expire at the end of the current fiscal year. This contract was
competitively procured with 52 proposals solicited and three offers received.
The Naval Undersea Warfare Center Detachment, New London, Connecticut, is the
contracting activity (N66604-95-D-0991).
CORRECTION
Navy contract award N68939-95-D-0009 to FC Business Systems,* Federal Systems
Support Division, Falls Church, Virginia, announced on 3 February 1995,
contained an incorrect initial contract award amount. The actual initial
contract award is $250,000, with a not-to-exceed value of $7,500,000. The
Navy's Information Systems Management Center (NISMC), Washington, D.C., is the
contracting activity.
AIR FORCE
Lockheed Corporation, Lockheed Aeronautical Systems Company, Marietta,
Georgia, is being awarded a $5,402,616 face value increase to a
fixed-price-incentive contract for an upward adjustment from target to ceiling
price for the replacement of centerwing sections on twenty three C-130
aircraft. Contract is expected to be completed May 1995. Contract funds will
not expire at the end of the current fiscal year. The Warner Robins Air
Logistics Center, Robins Air Force Base, Georgia, is the contracting activity
(F09603-90-C-2282,P00013).
Lockheed Corporation, Lockheed Aeronautical Systems Company,
Marietta, Georgia, is being awarded a $7,000,000 face value increase to a
firm-fixed-price contract for various data and maintenance manuals in support
of Air National Guard HC-130N/P aircraft. Contract is expected to be completed
December 1995. Contract funds of $7,000,000 will expire at the end of the
current fiscal year. The Aeronautical Systems Center, Wright-Patterson Air
Force Base, Ohio, is the contracting activity (F33657-90-C-0071, P00058).
