MILITARY MANPOWER RECRUITING RESULTS FOR THE ACTIVE COMPONENT FIRST
QUARTER FISCAL YEAR 1995
Assistant Secretary of Defense for Force Management Policy, Fred Pang,
announced recruiting results for the first quarter of Fiscal Year 1995.
Through December, the Navy, Marine Corps, and Air Force met their recruiting
goals. The Army attained 99 percent. With prior service recruits included,
the Army met its recruiting objectives for the first quarter.
Recruit quality also remained strong. Through December 1994, 94 percent of
recruits were high school diploma graduates (HSDGs), compared to 95 percent for
the same period last year. In addition, in both FYs 1994 and 1995, 70 percent
scored in the upper half of the enlistment test, the Armed Forces Qualification
Test (AFQT categories I through IIIA), while only one percent of new recruits
scored in the lowest acceptable category (AFQT category IV).
Demographically, social representation shows diversity in new recruits.
Compared to the same period in FY 1994, the proportion of Black recruits
increased slightly from 19 to 20 percent. Army led the way with a 26 percent
Black accession rate. The proportion of female recruits increased to 18
percent compared to 16 percent for the same period last year -- the Air Force
and the Navy accessed the greatest percentage, 23 percent in each Service.
The Services will enlist more new recruits in FY 1995 than in 1994 (190,685
versus 176,105).
Mr. Pang emphasized that recruiting success is vital to the all-volunteer force
and to the nation's security.
"Senior officials within the Department of Defense consider recruiting to be a
top priority," said Pang. "Although there are more challenges ahead, Defense
leadership is committed to work toward ensuring that we attract the right
number of quality recruits to maintain military readiness. To do all this will
require the continued support of Congress and the American people for adequate
recruiting resources."
