As Government achieves the business result of working more efficiently
and effectively, organizations will need to approach new ways of
managing its human capital. The work of the agency will need to
be accomplished in new ways. This will involve agencies restructuring
to meet mission changes. Agencies will need to understand the changing
nature of the business and look to reinvent the way in which work
is structured, organized, and completed. The staff will need to
redirect the way in which business is done to work better and smarter.
OPM can assist agencies in developing a strategy for change management.
The climate and practices that organizations develop around their
handling of people will affect the organization and its outcomes
in years to come. To undergo a dramatic change requires top leadership
support and involvement. Coping, growth and survival all involve
maintaining the integrity of the organization and its leadership.
For this purpose, OPM has designed a three-phase approach for successful
change management. Phase one is designed to be the foundation and
involves human resource staff, executives and managers. Phase two
is designed for the supervisory, managerial and executive level
staff. Phase three is designed for line staff.
