NLM Payline Policies

NLM uses Merit Scores, not Percentiles, as the basis for award decisions.

The FY 2004 Payline is as follows: Applications with scores of 150 or better are almost always funded. Applications with scores greater than 200 are rarely funded. Applications with scores between 150 and 200 may be funded, depending on NLM priorities and availability of funds. Funding decisions for awards to new investigators are more lenient.

Budgets for new and continuing grants may be decreased, or sometimes increased, from the amounts approved by NLM's Board of Regents.
