Federal Technology Service Office of Acquisition Overview

The Office of Acquisition provides expert advice on the Federal Acquisition System to the Commissioner, and other members of the GSA acquisition team(s).

Support is provided during all phases of the acquisition cycle, including:

  • Market research
  • Acquisition planning
  • Solicitation development
  • Contract negotiation
  • Contract award
  • Contract administration
  • Contract close-out

Support objectives are to: (1) obtain best value products and services that satisfy the customer in terms of cost, quality and timeliness of the delivered product or service; and (2) ensure that GSA acquisitions fulfill public policy objectives, promote competition, and are conducted with integrity, fairness, and openness.

The Office of Acquisition provides evaluation and policy oversight for GSA contracting operations.  This responsibility includes issuing policies and conducting reviews to ensure the alignment of regional acquisitions with the national objectives of customer agencies, as expressed by the Interagency Management Council. The Office of Acquisition maintains liaisons with industry associations and other organizations involved in acquisition issues, in order to exchange information and improve GSA acquisitions. This office serves as liaison for legislative and regulatory acquisition matters.  It is responsible for the GSA Contracting Officer Warrant Program, the Ethics and Procurement Integrity Program, and the Small and Disadvantaged Business Program. It provides ADP support in such areas as for the GSA Procurement Data System Coordinator.
