GSA provides common strategies to improve the value and delivery of electronic services to businesses and government constituents.

GSA provides leadership and support for improved IT strategic planning. By forming collaborative partnerships with other federal agencies, private sector partners, interested parties and our stake-holders, GSA strives to achieve greater efficiencies from IT resources and maximize the return on investments. It enhances uniform business and technical architectures that support cross- agency electronic government needs.

GSA strives to achieve:

  • More systematic, integrated approaches to Federal Enterprise Architecture and IT investment decisions;
  • Leveraging emerging market-driven technologies to achieve measurable business process improvement;

And has succeeded by:

  • Developing and deploying a methodology that identifies the tangible and intangible values of IT investments; and
  • Increasing the use of industry-proven standards to achieve interoperable systems.

The following information highlights some of the major focus areas:

OASIS

The Organization for the Advancement of Structured Information Standards (OASIS) is a not-for-profit, global consortium that drives the development, convergence and adoption of e-business standards.  OASIS is comprised of a number of Technical Committees (TCs), two of which are directly supported by GSA/OGP:

OASIS/UNCEFACT UBL TC

The purpose of the Universal Business Language Technical Committee is to develop a standard library of XML business documents (purchase orders, invoices, etc.) by modifying an already existing library of XML schemas to incorporate the best features of other existing XML business libraries. The TC will then design a mechanism for the generation of context-specific business schemas through the application of transformation rules to the common UBL source library. UBL is intended to become an international standard for electronic commerce freely available to everyone without licensing or other fees.

OASIS eGov TC

This eGov Technical Committee (TC) provides a forum for Governments internationally to voice their needs and requirements with respect to XML-based standards which can be handed off to relevant OASIS TCs, provides a mechanism for the creation of best practice documents, and promotes the adoption of OASIS specs/standards within Governments.  The eGov TC consists of four subcommittees:

  • eGov Best Practices
  • eGov Infrastructure
  • eGov Services
  • eGov Interoperable Services  (Note: GSA/OGP chairs this subcommittee, which focuses on the issues and opportunities presented by emerging interoperable technologies such as web services and ebXML to the government arena).

Return On Investment (ROI) Papers

Measuring the value of an investment is an inextricable part of business planning. A Return on Investment (ROI) calculation is only a small part of the total value of an investment.  It is an internally focused metric giving a dollar value only.  An ROI calculation for a particular investment may, in fact, be negative, but the intangible benefits such as customer satisfaction and easy access to information, may justify the expense.  ROI is an important metric, but it needs to be balanced with a rigorous analysis of all the value factors.

Business Gateway / E-Forms

GSA has partnered with SBA in the Business Gateway Initiative. The Business Gateway (formerly the Business Compliance One Stop) is one of the President’s E-Government initiatives. It has been refocused to provide the necessary infrastructure to achieve GPEA compliance in a cost-effective manner. One of its goals is to achieve 75 % GPEA compliance by September 30 2004.  A second goal is to consoli­date investments in E-Forms systems not needed as a result of the new infrastructure.  A third goal is to reduce the regulatory paperwork burden on citizens and businesses.

These goals will be achieved by creating:

1.      The E-Forms Gateway providing a single point of entry to all federal forms and a process for E-authentication. It will include an E-Forms catalogue and portal and provide common forms processes including inventory, version control, access management, utilization metrics, metadata, search, and user customization.

2.      The E-Forms Infrastructure, a shared services utility for all forms deployments, is part of the effort to simplify and unify licensing and infrastructure...  It will evolve to include a Forms Engine that will eventually replace all existing forms systems. 

3.      The XML Gateway that will facilitate the receipt of XML data streams from citizens and business.

DOT GOV

The DOT GOV Policy is maintained to provide policy and guidance for registration of domain names within the Top-Level Internet Domain ‘.gov’. Office of Electronic Government and Technology is charged as the Policy Administrator for the federal government and gives consistent and efficient application of the Final Rule Policy. All policy exceptions are resolved at the Office of Electronic Government and Technology level.

Telecommunications Policy

The Federal Government Telecommunications Policy (FMR 101-35) is being updated from the Federal Property Management Regulation to the Federal Management Regulation. The Policy is being updated and rewritten to include new technology and billing practices. The expiration of the Brooks Act requires new actions for agencies in respect to how they choose telecommunications services. The Draft copies have been reviewed by the IMC Telecommunications committee and are currently working through their comments.
